Job InformationJob Title: District Supervisor-Construction Department: Distribution Reporting Relationship: Superintendent-Construction FLSA Status: Exempt Grade: K Mon-Fri, 6am-3pmGeneral Responsibilities:Train and direct employees in installing and maintaining water mains, valves, services, meter boxes and vaults. Responsible for installing and repairing streets, sidewalks and curbs, and sanitary sewers. Collaborate and coordinate with other departments within the organization to ensure a proper response in day-to-day activities and emergencies for the entire system. Perform the duties of the Superintendent in their absence.Essential Job Functions:
  • Assist in preparing the department's annual budget for departmental project needs; monitor budget and inform management of irregularities
  • Assist in managing departmental costs, organization and assignment of work for crews
  • Coordinate the work of field crews with other departments, city, county and state officials and federal agencies
  • Schedule and assign available machinery and equipment for full and economical utilization
  • Inspect job sites for possible interference with other utilities before assigning jobs to crews
  • Review and identify or sketch any hazardous conditions expected on the job site to notify management
  • Review and answer customers' complaints on low pressure, red water, construction conditions of streets or sidewalks, etc
  • Identify and recommend field changes affecting design, cost, and policy
  • Assist with relocating facilities for highways and streets, new pipeline construction involving storage tanks and major developments such as HUD community development
  • Review and verify that all worksheets and SAP entries are correct for footage reports and material issued to each job
  • Create requisition and purchase order numbers for payment to contractors
  • Responsible for overseeing contractors to include the following:
  • On-call situations response and authorization of construction activities during this time
  • Estimate construction project costs
  • Evaluate construction projects to determine compliance with external standards or regulations
  • Evaluate projects to determine compliance with technical specifications
  • Inspect completed work to ensure proper installation
  • Operate the assigned vehicle, keep it clean and report all mechanical problems Maintain a valid driver's license
  • Adhere to all traffic laws and safety policies and procedures when driving company vehicles
  • On-call hours and expected to work extended hours as needed to support the business
  • Work an on-call rotating schedule outside the regular schedule on a rotating basis
  • Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws Ensure all organizational policies and guidelines are adhered to and administered correctly, including the HR Management Guide, Employee Handbook, reviewing and approving timesheets, expense reports, complying with applicable employment laws, purchasing guidelines, bid law, etc
  • Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems
  • Champion, model, and administer a performance-oriented culture by demonstrating strong leadership and people development skills Seek to develop and monitor key performance measurements and develop/support a work environment that develops, recognizes, holds accountable, and rewards talent to support employee engagement and meet current and future workforce needs
  • Responsible for demonstrating the organization's core values and using performance management principles to continuously improve the department and organization's effectiveness, efficiency, products, and services This includes, but is not limited to, participating in improvement teams, recommending and implementing improvement ideas, and participating in training and other activities to keep up to date on processes, information, etc
  • Champion and ensure the administration of safe work practices and operations
  • Maintain and protect sensitive and private information by keeping employee records confidential in accordance with HIPAA, local, state and federal laws and regulations

Essential Job Functions Con'tEducation:Associate degree or equivalent combination of education and experience required CertificationsADEM Grade I Certification required, or ability to obtain in 6 monthsValid commercial driver's license (CDL) class A preferredValid Driver's License requiredQualified Credentialed Inspector (QCI) Certification required, or ability to obtain in 6 monthsExperience:Six (6) years of construction and maintenance (leak) experience required. Three (3) years of supervisory-related experience required.**For internal candidates, the successful completion of the following BWW leadership development programs may be counted towards the required supervisory experience:
  • Pre-Supervisory Program (STAR) = one year of supervisory experience
  • Succession Planning Program = one year of supervisory experience
Supervision:
  • 10 -20 employees directly
Physical Demands:
  • Ability to stand, walk or sit for extended periods
  • Reaching by excreting hand(s) or arms(s) in any direction
  • Finger dexterity is required to manipulate objects with fingers rather than with whole hand(s) or arm(s), for example, using a keyboard
  • Communication skills using the spoken word

  • Ability to lift 100 pounds
Working Environment:
  • Loud noise; work indoors and outdoors, exposed to extreme hot/cold/wet weather conditions.
  • Work in proximity to operating machinery, traffic, and rural/wooded areas to locate valves
  • Confined spaces
