Job Summary
The Infrastructure Performance Management and Special Projects Manager plays a vital role in overseeing and improving the City's infrastructure operations.
This position provides leadership and direction for a team managing various critical functions, including SmartCities Initiatives, internal audits, policy compliance, contract compliance, fleet management, professional development, process improvement, customer service, public relations, and special projects.
Job Description
Essential Functions (Responsibilities)
* Manages and leads complex special projects across the department to modernize and streamline operations.
* Collaborates with executive staff to direct personnel in tracking, monitoring, and coordinating performance measures related to departmental work plans, objectives, and priorities.
* Meets regularly with the Director and executive management to identify and resolve issues and determine programmatic areas of responsibility.
* Identifies opportunities for process improvement and conducts research to develop and implement efficiency measures that enhance operations, project management, construction management, and quality performance.
* Plans, implements, coordinates, monitors adherence to, and evaluates departmental policies and procedures in collaboration with the department's Architects and Engineers (A&Es).
* Oversees the implementation of departmental policies and procedures for all project phases, including procurement, design, construction, and closeout.
* Establishes and maintains a document control structure and record retention system.
* Works with A&Es to establish and implement policies and ensure contract compliance.
* Develops and implements short-, mid-, and long-term goals and objectives; establishes and approves schedules, priorities, and performance standards; and conducts evaluations.
* Supervises the preparation of management and productivity reports and studies, and participates in special investigations, internal audits, and research projects.
* Analyzes, evaluates, reviews, and oversees the performance, project schedules, quality, and safety standards of project outcomes.
* Presents project information to various boards, committees, and City Officials as required.
* Reviews and manages the preparation and evaluation of budget-related expenditures, and oversees the planning, development, and operation of assigned special projects.
* Performs all other duties as assigned.
Minimum Qualifications
Education
* Bachelor's degree in a relevant field, such as Public Administration, Engineering, or Business Administration.
Experience
* Minimum of Seven (7) years of experience in project management.
Licenses
* None Required
Knowledge, Skills, and Abilities (Qualifications)
* Knowledge of project management principles, methods, and standards.
* Knowledge of project budgeting and performance management techniques.
* Thorough understanding of local, state, and federal laws and regulations pertaining to infrastructure projects.
* Excellent communication skills, including the ability to speak effectively in public settings.
* Proven ability to manage projects and personnel effectively, including coordinating and tracking project statuses.
* Strong representation skills to advocate for the department at internal/external meetings, hearings, trials, Council meetings, conferences, seminars, boards, panels, and committees.
* Ability to testify at hearings, trials, and legislative meetings, if required.
* A demonstrated track record of establishing and achieving long-range operational goals and objectives.
* Experience in supervising and managing subordinate staff.
* Proven problem-solving skills with the ability to plan, assign, delegate responsibilities, and develop solutions to administrative challenges.
* Experience in developing and evaluating administrative policies and procedures.
* Strong analytical and financial skills, including budget development, cost analysis, and expense tracking.
* Excellent written and verbal communication skills.
* Ability to build and maintain strong relationships with internal and external stakeholders.
Salary Range
$98,610.66 - $123,263.32
The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
