Understand the techniques of security, law enforcement, and the specific requirements of meeting the needs of the District. Requires a genuine desire and ability to provide leadership to various safety, security, and law enforcement programs. Qualifications: Education/Certification: Valid Texas Peace Officer License Valid Texas Driver's License Bachelor's Degree Preferred Special Knowledge/Skills: Ability to manage budget and personnel Knowledge of overall operations of a police department Knowledge of criminal investigations, police report writing, and criminal law Training and ability to subdue offenders, including use of firearms and handcuffs Bondable as required by Texas Education Code 37.08(h) Strong communication, public relations, organizational, and interpersonal skills Experience: Minimum of five years of successful law enforcement supervisory experience Experience with various types of security systems and techniques Major Responsibilities and Duties: Fiscal Management
  • Ensure enforcement of all laws including municipal ordinances, county ordinances, and state laws within board policy and jurisdiction of district.
  • Oversee investigation of criminal activities that occur within jurisdiction of district or support other agencies conducting investigation.
  • Direct the daily operations of the district police department to ensure effective law enforcement and coordinate activities with other department directors and campus principals.
  • Work cooperatively with other staff to develop and implement proactive
  • Evaluate accounting procedures, systems, and controls in all district departments and recommend improvements in their design, implementation, and maintenance.
  • Maintain a continuous auditing program for all funds and assist the district's independent and internal auditors in conducting the annual or periodic audit.
  • Ensure that accounting systems comply with applicable laws and regulations including Financial Accountability System Resource Guide.
  • Develop period cash flow analysis to aid in determining cash available for investment and payment of bills.
  • Maintain the district investment portfolio.
  • Oversee preparation of monthly bank reconciliations for the operating, special revenue, debt service, construction, tax, cafeteria, and athletic accounts; review reconciliations of vendor and payroll clearing accounts.
  • Prepare and enter all budget adjustments, additions, and deletions.
  • Review and approve all purchase orders and check requests and maintain control of budget by verifying availability of funds.
  • Assist in the preparation of the budget and development of long- and short-range objectives for the business operations of the district.
  • Plan and conduct needs assessments for improvement of district business operations.
  • Work with district personnel to project student enrollments, staffing needs, building and facilities needs, energy needs, capital equipment needs, and other cost items for district and individual school improvement.
  • Administer the business office budget and ensure that programs are cost effective and funds are managed prudently.

  • Policy, Reports, and Law
  • Implement policies established by federal and state law, State Board of Education rule, and local board policy in area of business operations.
  • Compile, maintain, and file all physical and computerized reports, records, and other documents required.
  • Prepare and evaluate monthly financial statements and related budget reports.
  • Prepare and publish comprehensive annual financial report in compliance with Association of School Business Officer (ASBO) standards.
  • Develop semi-annual financial information for submission of data to TEA.
  • Prepare quarterly and final reports for all federal or grant funds.
  • Purchasing and Inventory
  • Maintain accurate and current computerized inventory records of the district's fixed and movable assets.
  • Supervise maintenance of a timely replacement cost-asset listing for insurance purposes.
  • Organize and conduct sales to dispose of surplus and salvage equipment.
  • Supervise the preparation of bids and bid specifications.
  • Receive and open bids; tabulate results and prepare written recommendations.
  • Personnel Management
  • Prepare, review, and revise business department job descriptions.
  • Develop training options and/or improvement plans to ensure exemplary business operations.
  • Evaluate job performance of employees to ensure effectiveness.
  • Recruit, train, and supervise personnel and make sound recommendations relative to personnel placement, assignment, retention, discipline, and dismissal.
  • Community Relations
  • Demonstrate awareness of district and community needs and initiate activities to meet those needs.
