JOB DESCRIPTION

PRIMARY PURPOSE:

To provide administrative and supervisory leadership in the responsibilities of the office of Guidance and Counseling in the District, including implementation and monitoring of The Texas Model for Comprehensive School Counseling Programs, supervising the Licensed Professional Counselors (LPCs), Social Workers. Address the needs of all students by facilitating their social/emotional, academic, and career development, helping create positive and safe learning climates in schools, as well as helping students feel connected to school and to a caring adult. Assist students as they face issues and resolve problems that prevent their healthy development.

QUALIFICATIONS:

Education / Certification:

* Master's Degree or higher

* Valid Texas teacher's certificate

* Necessary Supervisor's certificates

Knowledge/Skills:

* Communicate effectively (verbal and written)

* Interpret federal and state laws and policies

* Organize and coordinate districtwide projects related to student services and guidance and counseling.

Experience:

* Five years of successful experience in the teaching, administrative and supervisory fields.

* Background in counseling and meeting social-emotional needs of at-risk students, preferred.

* Ability to work cooperatively and collaboratively with superordinates, subordinates, parents, and the community.

MAJOR RESPONSIBILITIES AND DUTIES:

I. PROGRAM MANAGEMENT

* Improve student performance by advocating for students and families, maximizing access to resources, and promoting a school climate conducive to learning by eliminating barriers that interfere with student success.

* Interpret objectives and policies of student services to all concerned.

* Oversee the development and implementation of a balanced, comprehensive, developmental counseling program that is consistent with district goals and objectives and includes guidance curriculum and responsive services, individual planning, and system support for students through ensuring the implementation and monitoring of The Texas Model for Comprehensive School Counseling Programs.

* Assist campus counselors in managing all components of campus counseling services by telephone, meetings, and through on-site visits.

* Supervise Licensed Professional Counselors (LPCs) implementation of therapeutic programs that are evidence-based, ensuring students' mental health needs are being met.

* Develop an emergency plan and coordinate the activation and assignment of crisis counselors as needed.

* Oversee all grants associated with social-emotional learning and mental health.

* Enhance mental health awareness throughout the community.

* Assist with the implementation of the Drop-Out Prevention Program in accordance with the campus and district improvement plans and district guidelines.

* Oversee the Social Workers to ensure that they work collaboratively with students, parents, school staff, and the community to deliver comprehensive services that include prevention and intervention, supportive guidance, crisis or emergency support, consultation, resource and referral, and service coordination.

* Serve as the district's Expulsion Officer for expulsions to JJAEP.

* Serve as a District Mediator to address parental concerns with campus administration, teachers, or staff.

* Serve as the District's Title IX Administrator related to students.

* Develop and coordinate a continuing evaluation of guidance and counseling services and make changes based on findings.

* Participate in strategic goal planning in the area of guidance and counseling services.

* Coordinate activities of the guidance and counseling services program with outside agencies, members of the law enforcement, counseling, and healthcare community to ensure that students have access to adequate program services.

II. SCHOOL ORGANIZATIONAL CLIMATE

* Set staff expectations to focus on increasing students' emotional intelligence, academic effectiveness, college, career & military readiness, and skills in personal health.

* Addresses the needs of all students by facilitating their social/emotional, academic, and career development, helping create positive and safe learning climates in schools, as well as helping students feel connected to school and to a caring adult.

* Resolve concerns punctually and effectively.

* Maintain open lines of communication with all guidance/counseling program staff (Counselors, LPCs, Social Workers) and campus administration.

III. SCHOOL/ORGANIZATIONAL IMPROVEMENT

* Maintain records necessary for assessing needs.

* Communicate needs assessments to administrative staff as needed.

IV. PERSONNEL MANAGEMENT

* Monitor staff efforts and provide critical evaluation as needed.

V. ADMINISTRATION AND FISCAL/FACILITIES MANAGEMENT

* Monitor to ensure the department operates within budget limitations and maintains fiscal control.

* Assist the District with interpretation of the Texas Education Code of various needs.

VI. STUDENT MANAGEMENT

* Assist the District in applying the Texas Education Code Chapter 37 Discipline, Law, and Order in alternative education placement and expulsions.

* Assist campuses with staff development.

* Assist campuses with guidance and counseling issues.

* Oversee district-wide mentoring program.

* Implement and monitor bullying and cyberbullying procedures and protocols.

VII. PROFESSIONAL GROWTH AND DEVELOPMENT

* Participate in workshops, conferences, training sessions, and other job-related development activities as it pertains to Student Services duties.

* Disseminate relevant information concerning counseling responsibilities to subordinates as needed to promote an effective operation.

* Accept and comply with professional standards and ethics.

VIII. SCHOOL/COMMUNITY RELATIONS

* Solicit and encourage community support and participation in the department's mission by speaking to community groups, speaking with parents, and having discussions with the principal.

* Project a positive image to the community.

IX. SCHOOL/COMMUNITY RELATIONS

* Perform all duties in a safe manner to avoid injury to oneself and/or others.

* Perform other duties as assigned.

SUPERVISORY RESPONSIBILITIES:

Counseling and Guidance Staff including Licensed Professional Counselors, Social Workers, Secretary and Clerk

WORKING CONDITIONS:

Mental Demands:

Ability to communicate effectively (verbal and written); interpret policy, procedures, and data; coordinate district functions; maintain emotional control under stress.

Physical Demands/Environmental Factors:

Frequent districtwide and occasional statewide travel; occasional prolonged and irregular hours.
