Job Title: Senior Program Manager

FLSA Status: Exempt

Location: Bethesda, MD

Salary: $80,000 - $95,000/Yr.

SUMMARY

The Senior Program Manager oversees the National Capital Region Pain Initiative (NCRPI) at Walter Reed National Military Medical Center (WRNMMC). This position is responsible for managing the day-to-day administrative, operational, and strategic aspects of the Pain Care Initiative. The Senior Program Manager collaborates closely with command leadership, providing guidance and support in areas such as contract management, personnel, and program execution. The role also involves developing metrics to analyze program effectiveness, contributing to strategic decision-making, and overseeing training initiatives for staff, patients, and other stakeholders. This position is vital in ensuring high-quality service delivery, patient satisfaction, and achieving the overall goals of the NCRPI.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

  • Program Operations and Administration: Manage the daily operations of the Pain Care Initiative, ensuring that all activities align with the programs strategic goals. This includes overseeing personnel management, equipment, public relations, and reporting metrics to higher command levels.
  • Project Management: Assist in the initiation, planning, execution, monitoring, and controlling of various projects, such as the Wounded Warrior Pain Care Initiative and Tele-medicine for Pain projects. Ensure that all program elements are running smoothly and effectively.
  • Strategic Planning and Policy Development: Provide advice and recommendations to higher-level management to help develop and adjust policies related to the Pain Care Initiative. Participate in top management discussions and decision-making processes to ensure the alignment of clinical and administrative policies.
  • Metrics and Reporting: Develop and implement metrics to measure the effectiveness of pain management programs. Track outcomes, analyze data, and prepare reports for command leadership to highlight progress and areas of improvement.
  • Education and Training Coordination: Plan and execute educational programs for staff and patients, including the Annual Pain Skills Training. Coordinate national training programs related to pain management and contribute to the professional development of the healthcare team.
  • Resource Management: Advise on the allocation of resources, including personnel, space, training, and equipment, based on the programs needs and priorities. Assist the Director in fiscal management, monitoring expenditures, and reallocating funds as necessary.
  • Stakeholder Engagement: Serve as the point of contact for reporting, planning, and coordination with other departments, agencies, and external partners. Promote positive relationships with patients, staff, other hospitals, professional societies, and community organizations.

SKILLS AND QUALIFICATIONS

  • Strong program management expertise, including leadership, organizational, and problem-solving skills.
  • Extensive knowledge of DoD policies, procedures, and contracts, particularly in the areas of Wounded Warrior Care and Pain Care Programs.
  • Proficiency with relational databases, spreadsheets, and other data management systems.
  • Exceptional communication skills, with a focus on stakeholder engagement, education, and staff management.
  • PMP certification is preferred.

EDUCATION & EXPERIENCE

  • Masters degree in a related field.
  • Minimum of five years of experience in program management, preferably within the Military Health System (MHS) or similar healthcare environments.
  • Familiarity with the federal acquisition process, JCAHO standards, and fiscal management principles.

SUPERVISORY RESPONSIBILITY

Supervise the day-to-day administrative operations of the Pain Care Initiative and manage subordinate staff within the program. Act as the Director in their absence.

PHYSICAL DEMANDS

This role is primarily administrative but may involve attending meetings or training events at other NCR facilities.

POSITION TYPE/EXPECTED HOURS OF WORK

Full-time, Monday-Friday, 0600-1700. Occasional after-hours work may be required for meetings, training events, or other program needs.

TRAVEL REQUIREMENTS

Occasional travel is required, particularly to attend or lead the Annual Pain Care Skills Training, which may involve travel outside the National Capital Region.

CLEARANCE/LICENSE REQUIREMENTS

Must possess a valid, unrestricted medical license in any U.S. state.
