Job Summary

The Fiscal Clerk is responsible for monitoring accounts receivables, aging, collections and posting of payments. The Fiscal Clerk will have a thorough understanding of Explanation of Benefits (EOBs) and processing of payments from insurance carriers. The Fiscal Clerk works according to set procedures under direct supervision.

Key Functions/Knowledge/Skills

* Performs an evaluation of patient accounts for accuracy of information which includes, patient demographics, complete and accurate insurance information, appropriate authorizations obtained, appropriate ICD-9, CPT and HCPCS coding, and accurate charges.

* Assigns correct levels of service and coding of claims according to governmental regulations.

* Responsible for identifying and documenting insurance payer issues as they arise. Must communicate all issues to teammates and Supervisor. Responsible for maintaining a file containing all pertinent information for each issue to include correspondence, EOBs, claims, collections etc.

* Must be an effective team member with good communication skills. Must participate in team meetings, communicate work related ideas and concerns proactively, and assist in finding appropriate resolutions.

* Responsible for contacting insurance companies regarding outstanding claims.

* Responsible for providing any information (medical records, itemized statements, etc.) requested by insurance companies to process claims. Must maintain a system to ensure timely follow up is completed for each outstanding claim.

* Refer accounts, in accordance with established guidelines, for write-off, agency, or attorney referral.

* Cross train in the various Ambulance Billing areas to be completely familiar with all aspects of patient accounting functions.

* Must have basic medical terminology knowledge.

* Maintain status reports consisting of outstanding accounts assigned.

* Responsible for contacting insurance companies, patients, employers, etc. to resolve payment issues that require their assistance.

* Documents accounts in accordance with established department guidelines.

* Follows established billing/coding guidelines to flag accounts for follow-up as needed.

* Performs copying, transcribing, entering or posting data of information.

* Responsible for serving others such as customers; attends to their requests and exchanging information with them.

* Must handle or use machines or equipment that requires moderate instruction and experience such as computers, peripherals, software programs such as work processing, spreadsheets, or custom applications, or switchboards.

* Performs addition, subtraction, multiplication, and division; may calculate ratios, rates and percentages.

* Performs any other duties assigned.

Minimum Education & Experience

High school graduation or GED plus two years of experience.

Special Certifications & Licenses

Valid Texas Driver's License.

Independence & Judgement

Average judgment; must recognize and resolve problems such as bad grammar, type of procedure to apply, where to refer call or correspondence without specified destination, when to change or sharpen blade on mower, whether there is a problem/malfunction with a piece of equipment that needs attention, etc.; may involve freedom in selection of work methods among approved routines, setting of priorities, or sequencing of tasks within established schedules.

General guidelines: occasionally requires interpretation of available options to apply to non-standard situations; day-to-day work drives priorities.

Supervisory & Responsibility

Does not supervise.

Financial Responsibility

Takes money (fines, fees, etc.), gives receipts, does own balancing; no decision making; authorizes payment of accounts payable based on matching invoices; handles petty cash; makes purchases over $200.

Level & Frequency of Outside Contact

Frequent contact with the public or other organizations; interactions may require obtaining cooperation of people; courtesy and tact are required when dealing with moderately difficult or sensitive issues.

Physical Demands

Office job with little or occasional light physical effort. Involves exerting up to 20 pounds of force on a regular and recurring basis, or skill, adeptness and speed in the use of fingers, hands or limbs on repetitive operation electronic office machines or tools within moderate tolerances or limits of accuracy.

Responsibility for Equipment & Property

Responsible for use of equipment/property such as office equipment, supplies, etc., which are used in office.
