Job Summary

The Safety and Risk Coordinator supports with the planning, directing, managing, and oversight of the activities, projects and operations of the Safety and Risk Division, that ensure a safe working environment for City Employees. The Safety and Risk Coordinator is responsible for developing implementing and monitoring the City's safety program, ensuring compliance with State and Federal regulations, and making recommendations to City Management.

Key Functions/Knowledge/Skills

* More specialized skills in a particular type of work; knowledge of an extensive body of rules, procedures, or operations; specialized skills that may be technical or non-technical, such as research and analytical skills, composing non-routine documents and letters, ability to use software in complex applications

* Responds to safety and security risks in various work sites; and recommends and implements corrective measures and solutions.

* Coordinates and schedules with outside non-profit organizations & the Texas Municipal League to provide safety trainings for all employees.

* General and liability insurance point of contact with insurance carrier and independent adjusters.

* Assist departments with enforcement, training compliance with the City's Drug and Alcohol policy

* Provides loss data to management and department directors upon request.

* Makes recommendations on accountability issues to management on at-fault vehicle accidents.

* Assists with division budget preparations and monitors expenditures.

* Responsible for conducting annual driver's license verification checks with the Department of Public Safety.

* Plans, coordinates, and conducts monthly or quarterly safety meetings with departmental Additional Duties Safety Officers.

* Performs periodic safety inspections in Departments City wide and ensures monthly safety inspections of City-owned buildings are performed & documented through the ADSO group.

* Coordinates and conducts semi-annual safety trainings City wide.

* Ensures new employees undergo through required safety orientation as applicable.

* Investigates accidents and occupational injuries and makes recommendations to prevent reoccurrences.

* Reports safety violations and hazardous conditions to management for correction of the same.

* Works with Finance Department on the review and completion of the annual re-rate document for general liability and property coverage

* Responds to general inquires on claim related matters and refers appropriate issues to adjusters.

* Responsible for the filing of all general and liability claims to insurance administrator.

* Responsible for subrogation of claims to other parties as needed.

* Responsible to oversee record maintenance on all liability, general and property claims.

* Assists the safety & risk staff on daily operations/annual projects as needed.

* Performs related tasks as necessary.

Minimum Education & Experience

Bachelor's degree plus one year of experience or High school graduation/GED plus five (5) years of experience in Safety and/or Risk Management.

Five (5) years of progressive experience with increased responsibilities in management or supervision.

Must be able to communicate in English and Spanish well.

Special Certifications & Licenses

Valid Texas Driver's License

Advanced training or certification in safety and security.

Noticeable judgment; must plan for long-term; must recognize and resolve problems and situations through appropriate means applying specific types of procedures to issues without indicated guidance or destination, addresses issues that need attention, etc.; involves freedom in selection of work methods among approved routines, setting of priorities, or sequencing of tasks within established schedules.

Progressive level of specialization requiring a large amount of interpretation and non-standard responses to varied situations; must know where to go for answers (not all sitting there in procedures manual); must take multiple factors into account; control over priorities.

Supervisory & Responsibility

Regularly assigns and monitors the work for three or more employees; has knowledge of long-term plans and goals for the department.

Financial Responsibility

Orders and picks up supplies (usually not more than $200.00); posts transactions but does not directly handle checks or cash; sends invoices for billing.

Level & Frequency of Outside Contact

Frequent contact with the public or other organizations; interactions may require obtaining cooperation of people; courtesy and tact are required when dealing with moderately difficult or sensitive issues.

Physical Demands

Office job with little or occasional light physical effort.

Responsibility for Equipment & Property

Responsible for assigned equipment/property used outside of office; responsible for handing out to and retrieving property/equipment from employees and keeping inventory; use of City vehicle.

Working Conditions

Fair inside or outside conditions; exposure to disagreeable conditions is brief or otherwise insignificant; space problems; only occasional situations that place the employee in a stressful environment.

Other Requirements

The City of Brownsville requires all employees to successfully pass a Drug & Alcohol examination and a Background Check.
