Position SummaryThe 3PL Hazardous Material Buyer shall define governmental requirements and perform research using purchase descriptions, Military, Federal or standard commercial or manufacturer specifications.HM may only be available from a limited number of suppliers; therefore, an understanding of technical requirements and the capability of the industrial base is critical when developing purchase requirements.This also includes an understanding of the needs of the customer base.The 3PL HM Buyer shall perform market research, identifies potential vendors and initiates purchasing actions for critical item purchases to prevent work stoppages and unforeseen zero balance inventory balances.Frequently coordinates with technical or quality personnel to ensure vendor compliance with the item description.Monitors and reports daily productivity and program metrics.Requires knowledge of HM product lines, procurement specifications, sources of supply, and market research techniques to determine market conditions and Government sources of supply and modes of transportation used for shipments to locations in the Continental United States (CONUS) and Outside Continental United States (OCONUS). Responsibilities/Duties:
- Interpret HM data, such as availability, maintainability, reliability, supply chain management, strategic sourcing or distribution, supplier management, or transportation.
- Initiate Purchase orders with selected vendors after researching and determining best value to support Contract Mission
- Provide ongoing analyses on transportation costs, HM procurement, back orders, or delivery processes.
- Prepare operational reports on logistics performance measures.
- Confer with logistics management team to determine ways to optimize service levels, maintain supply-chain efficiency, or minimize cost.
- Maintain exceptional working knowledge of HMMS and CMIS including but not limited to: computer navigation and applicable work-related applications, report generation e.g. inventory management, status of orders, materials in storage.
- Track HM flow from origin to CM Warehouse.
- Compute reporting metrics, such as on-time delivery rates, order fulfillment rates, or inventory turns.
- Identify opportunities to improve operational efficiency.
- Fully complies with the company's safety instructions and procedures, including timely reporting of any accidents, injuries or incidents involving physical injury or illness.
- Company employees shall abide by and enforce Company rules, policies and SOPs.
- Other duties as assigned. May be temporarily assigned to other duties as necessary to meet contract requirements.
Knowledge, skills and abilities:
- Must possess a minimum of five years' experience working in Procurement.
- Three (3) years' experience using Government supply systems, and HMMS or equivalent HM Tracking System.
- Must be a Citizen of the United States.
- Must pass criminal and financial background check prior to hire and must be able to pass and sustain the DLA PSI background check criteria during the entire duration of their employment.
- Associate degree from an accredited 2-year college or university with a major in Chemical Management, Procurement or related field.
- Extensive and thorough knowledge of local, state, and federal environmental regulations & requirements related to chemical management.
- Effective team leading abilities including leadership, negotiation, organizational, planning, prioritization, and resource allocation skills.
- Must present a neat and professional appearance IAW company policies and consistent with the workplace environment.
