Job Description:
Multiple staffing requirement shall be as follows: a) Management Analyst IV Quantity: One (1) Job Description: The Texas Department of State Health Services (DSHS) is looking to fill a position to work in partnership with agency divisions and programs to lead projects at various levels of completion, monitoring the progress and schedule of projects and communicating with project stakeholders, management, and other relevant parties. Serves as a team lead and project manager to develop and carry out initiatives to enhance services, promote program innovation, and assess and improve program operations and business processes. Projects are expected to relate primarily to COVID 19 activities. This position will take a lead or senior role on projects. Essential Job Functions: (40%) Providing project management services such as status, projection, budget/spend reporting, and total cost of ownership assessment; leading meetings; driving projects/tasks to completion; tying actions to metrics (such as hours); managing responsibility for the performance of the project teams. Developing all the required project documentation including plans to manage the project integration, scope, schedule, cost, quality, resources, communications, risk, procurement, changes, and stakeholders' communications. (20%) Leading, planning, and managing multiple projects while providing communication regarding risks, changes, progress, and status to stakeholders. Taking responsibility for all aspects of the project including foundation design, release planning, execution planning and close out. (15%) Handling and managing change, risk, and quality management processes throughout the lifecycle of the project. (15%) Ensuring there is an ongoing common understanding of the project objectives by all stakeholders by providing leadership, consultation, and oversight. Communicating readiness and project status to key stakeholders by coordinating regular meetings. (10%) Coaching and mentoring agile teams to ensure all projects deliver the desired outcomes. Knowledge, Skills, and Abilities: Experience leading or coordinating large projects, preferably at least one (1) year. Experience planning and facilitating meetings and/or leading teams. Knowledge of project management methodology/tools. Skill in the use of Excel. 12 Ability to organize and present information effectively, both orally and in writing. Preferred Qualifications Include: Bachelor's degree or higher in public health, business administration, public affairs, organizational leadership, communications, or related field. Knowledge of Microsoft Project. Initial Selection Criteria: One (1) year of direct experience with DSHS working in the same capacity as the job description. 6-8 years of project management, quality management, public health, social service, or related process or change management experience. b) Project Management Specialist III Quantity: Two (2) Job Description: DSHS is looking to fill a position to work in partnership with agency divisions and programs to lead projects at various levels of completion, monitoring the progress and schedule of projects and communicating with project stakeholders, management, and other relevant parties. Serves as a project manager to develop and carry out initiatives to enhance services, promote program innovation, and assess and improve program operations and business processes. Projects are expected to relate primarily to COVID-19 activities. This position will serve in a support capacity on projects. Essential Job Functions: (50%) Providing project management services such as status, projection, budget/spend reporting, and total cost of ownership assessment; leading meetings; driving projects/tasks to completion; tying actions to metrics (such as hours); managing responsibility for the performance of the project teams. Developing all the required project documentation including plans to manage the project integration, scope, schedule, cost, quality, resources, communications, risk, procurement, changes, and stakeholders' communications. Under the guidance of the Clerk, manages, and facilitates the flow of written information from external stakeholders and DSHS staff to the DSHS Commissioner and executive leadership team including letters, emails, memos requesting Commissioner action, informational memos, reports, and briefing documents. Essential Job Functions: (35%) Coordinate the response, review, and completion of all executive correspondence submitted to the Commissioner and/or executive leadership for approval and signature. Manage and monitor all documents prior to distribution under the Commissioner's signature. Reviews responses for clarity and compliance with DSHS standards. Ensures that information is clear and consistent with DSHS policies and procedures. 14 (35%) Works with divisions, government affairs, communications, consumer affairs, Chief Financial Officer, Office of General Counsel, and others as required to ensure that all documents submitted for Commissioner's approval have undergone required department review and approval. Returns Commissioner decisions to the appropriate division or center. (20%) Help Executive Clerk maintain an effective executive correspondence tracking process. Follows guidelines, policies, and operational procedures for executive correspondence. (10%) Other duties include actively participating in a supporting role to meet the agency's obligations for the COVID-19 disaster response and/or recovery or continuity of operations activation. May assist the Executive Clerk with setting up a new database archive system and with transferring data into the system. Knowledge, Skills, and Abilities: Skill in reviewing, revising, and/or editing written documents. Skill in managing multiple and competing priorities. Skill in use of computer related equipment, including the use of Microsoft Office Suite to include word processing, spreadsheet, and database software programs, also Adobe Acrobat. Skill in organizing files and administrative materials so they are easily retrieved. Ability to establish effective working relationships with staff at all levels of an organization. Ability to work independently and make timely and effective decisions. Ability to work under pressure and meet deadlines. Ability to organize and present information effectively, both orally and in writing. Ability to interpret and apply DSHS and HHS System policies and procedures. Ability to maintain confidentiality of sensitive information. Preferred Qualifications Include: Knowledge of DSHS and/or health and human services programs and services. Experience setting up databases using online platforms. Experience and/or ability using mail merge. Initial Selection Criteria: One (1) year of direct experience with DSHS working in the same capacity as the job description. Minimum one year experience in written and verbal correspondence, clerical skills, data management, Microsoft Office suite products, and public health. 15 d) Information Specialist IV Quantity: One (1) Job Description: Answer calls and emails to DSHS Customer Service and either address questions or refer to the appropriate agency program or external contact to handle. The position will have access to standardized messaging to respond to some customer inquiries. As needed, the position will research website to locate additional information to respond to customer questions about agency programs and operations. The position enters all contacts in an electronic data base for tracking. Essential Job Functions: (30%) External presentations for the DSHS Commissioner: assist with developing presentations for the Commissioner and preparing other outward facing documents. Help edit presentations and other documents for plain language, accessibility, and formatting, and assist with graphic art. (30%) Legislative reports: Help schedule and run kickoff meetings for legislative reports. Assist with organizing legislative report archives, researching statutes, and maintaining an agency-wide tracking system. (20%) Help develop materials and assist with setting up and facilitating training sessions for agency-wide processes. (20%) Help review and update content on DSHS internal website pages. Knowledge, Skills, and Abilities: Skill in communicating effectively both verbally and in writing. Skill with Microsoft Office Outlook, Word, Excel, SharePoint, and Teams. Ability to work independently and multi-task. Ability to determine complexity of issue and triage to appropriate agency or program. Ability to interpret and apply agency, state, and federal rules, regulations, policies, and procedures. Ability to work and communicate with individuals in personal crises and in confrontative situations. Ability to interact with all persons, internal and external, using empathy and compassion. Ability to write and edit documents containing complex information. Preferred Qualifications Include: Knowledge of DSHS and/or health and human services programs and services. Knowledge of or experience working in public health or a related field. 16 Experience answering calls from the public. Initial Selection Criteria: One (1) year of direct experience with DSHS working in the same capacity as the job description. Minimum one year experience in customer service coordination, report development, editing, and review, data management and tracking for interagency purposes, Microsoft Office suite products, health and human services, and public health. 7.1.1 Service Location HHS, at its sole discretion, with a 30 days' advance written notice, reserves the right to change, consolidate, delete or add service locations. a) Location for Services DSHS Central Campus 1100 W. 49th Street, Austin, Texas 78756 HHS Region No. 7 The Map (PDF) of the HHS Regions may be accessed at: b) Changes to service location(s) include but are not limited to: new office space within facility, office closure, consolidation of multiple offices increasing or decreasing square footage, expansion of an office into multiple offices, and relocation of office. 7.1.2 Performance Schedule Contractor shall perform contracted services, including any minor adjustment call-back services, Monday through Friday between the hours of 8 a.m. and 5 p.m. (Central Time). Contractor shall not interfere with normal flow of HHS Agency business at the service location. 7.1.3 Services Outside Regular Business Hours Any services performed outside of regular business hours (8 a.m. to 5 p.m Central Time) must be requested and/or approved in writing by the HHS Agency Contract Manager and must be invoiced at the rate stated for Outside Regular Business Hours stated in Exhibit C Pricing Sheet. Services performed outside of the regular service hours without prior approval, will be at Contractor's own risk and will be billed at the established Regular Business Hours service rate stated in Exhibit C Pricing Sheet. Emergencies: The HHS Agency reserves the right to declare any necessary work within the Scope of Services to be an emergency during regular service hours or outside regular service hours, and will request emergency services in writing. 17
