Must have high school diploma or equivalent, be 18 years of age or older, type 35 WPM, possess strong verbal/written skills, & multi-task in a high stress environment. Applicants are subject to a background investigation, suitability screening test, polygraph, drug test and successfully complete a 4-week training course at the Dept. of Criminal Justice Training/Eastern KY University in Richmond, KY. Prior public safety training/experience desired. Description of Duties Operates a multi-line system and answers 911 emergency telephone lines, prioritizes calls, and dispatches to responding field units. Gathers information from caller and relays information to responding field units. Answers telephone for administrative personnel, takes messages, and distributes for non-emergency calls. Maintains a calm radio and telephone voice essential to caller and responding field units. Enters data on calls from both radio and telephone into computer aided dispatch computer. Monitors and answers numerous radio frequencies. Operates GIS system; maps on computer terminal pin-pointing exact addresses and determines the best route for emergency responders. Operates TDD machine; a communication access for the hearing impaired. Handles emergency medical dispatch or EMD instructions for pre-arrival of the ambulance service. Comprehends radio traffic; knows 10 codes and signals. Dispatches emergency field units; standardization of dispatch for every call. Communicates with surrounding agencies.Operates NCIC/LINK terminal; allows for checking of vehicle tags, driver's license, stolen vehicles; persons wanted. Performs a second party check on information entered into NCIC/LINK to check for errors. Assists persons who enter building requesting help. Serves as point of contact between county agencies. Performs office duties; operates general office equipment. Maintains daily cleaning of department and personal workstations. Maintains security of the building. Assists with officer requests pertaining to information on telephone numbers, photocopies, etc. Maintains all information in a confidential manner. Performs all other duties as assigned. Qualifications Graduate of an accredited high school or GED. Successfully complete the employment process set forth by KLEC, City of Hopkinsville, and Hopkinsville Police Department. College level courses in management and business are considered highly beneficial. Must complete required training for a certified Telecommunicator during the first year after appointment to the position and must complete in-service training annually: Telecommunication DOCJT- 4½ week academy. Must possess and maintain valid driver's license, Department of Criminal Justice Training Center required in-service to maintain certifications, CPR/First.Office environment is open spaced and accommodates several employees within the same room, using computer equipment, multi-task techniques, and can be a highly stressful environment. Supplemental Information Knowledge of FCC and other federal, state and local laws, administrative regulations, and ordinances governing the operations of radio-telephone receiving and transmitting equipment. Knowledge of all public services within the county. Knowledge of general officer practices and procedures. Knowledge of rules and regulations regarding NCIC/LINK. Skills in both written and oral communication. Skills in the operation of a computer and other general office equipment. Ability to establish and maintain effective working relationship with customers, officials, employees, and the general public. Ability to act quickly, calmly, and appropriately in emergency situations. Ability to prepare and maintain accurate records. Ability to exercise initiative and judgment. Possess mechanical aptitude, manual dexterity, and good physical condition to work in all conditions and environments.
