Summary of position: Responsible for directing, coordinating, and overseeing the procurement of all contracted services and medical ACCESS funding for BCIU Early Childhood and Student Services Programs. Job Responsibilities (see attached job description for additional details):
  • Coordinate and oversee all contracts between the BCIU Office of Early Childhood and Student Services and providers of special education and related services, including but not limited to providers of speech, occupational therapy, physical therapy, psychological services, educational support, and programs operated by providers for Service and Access Management, Inc. and Pennsylvania's School Based Access Program (SBAP) vendor.
  • Serve as the liaison between service contract agencies for negotiations with program administrators and fiscal management; coordinate and attend meetings as requested by office supervisor, program administrator, or office directors.
  • In conjunction with program administrators and supervisors, research, develop, and plan ECSS office efficiency measures to coordinate business service functions (contracts, billing procedures, medical assistance, budget processes) in an effort to reduce redundancy of business service functions within ECSS.
  • Participate in ongoing training provided by PA Department of Education and the PA Department of Public Welfare in relation to the ongoing changes and allowable billing for ACCESS.
  • Coordinate and facilitate regular meetings of Berks County SBAP Coordinators and participate in Eastern PAIU Access Coordinators meetings.
  • Review and analyze ACCESS program reports and active and inactive student lists in order to maintain ongoing communication with contracted and billable ACCESS service providers.
Qualifications:
  • Associate's Degree in Business or related field or a minimum of five years' experience related to management of funding and contracts.
  • Familiarity with organization, format, and management of contracted services, preferably related to educational services.
  • Knowledge and experience in federal and state regulations related to provision and billing of services to students eligible for special education.
  • Ability to establish and maintain collaborative working relationships with contract providers, early intervention staff, and administrators.
  • Understanding of services provided under Parts B and C of the Individuals with Disabilities Education Act (IDEA).
  • Basic understanding of services provided to students with disabilities, including the provision of specially designed instruction, as is written in students' individualized education plans (IEPs).
  • Ability to train, communicate with, and monitor special education staff and private providers of services for students in special education programs.
  • Ability to structure and communicate, both verbally and in writing, program needs related to contract providers. This includes the monitoring of services and facilitation/ modification of staff schedules.
  • Understanding of Pennsylvania rules governing the use of ACCESS funding, including the ability to oversee the implementation of the rules, to monitor the billing of those functions, and to problem solve and communicate modifications and corrections to ensure billing to the greatest capacity.
  • Ability to maintain accurate databases that capture contracts and access billing, and ability to make and implement programmatic decisions related to data gathered in order to support overall budgeting and programming for students with special needs.
Schedule: Full-time, 12 months/year Salary: Salary established by the Intermediate Unit Board of Directors per the Compensation and Benefits Plan for Technology and Support Services staff.Attachment(s):
