Job Description:

The Office of Language and Communication Access (OLCA) is established to assist state government with consultation and training related to the provision of appropriate access to state services and programs as it relates to language, communication, and physical access.

The Program Coordinator III provides training and consultation as described below . This position reports to the OLCA Program Manager.

Job responsibilities include but are not limited to:

* Develop resources to be used by the OLCA including but not limited to resource lists, brochures, fact sheets, information/instructional videos, web resources and other digital media, ensuring they are accessible and appropriately designed to meet the needs of a cross-section of North Carolinians.

* Work with state agencies to gather feedback on training needs and work with the OLCA Manager in the development, implementation, and provision of training to meet those needs.

* Assess access service gaps in state government then develop plans to fill service gaps,

* Assist with the development and administration of contracts that the Program may have with service providers including onboarding of vendors, training of state partners in the use of those contracts, and supporting vendors with payment concerns at the direction of the OLCA Manager.

Outreach, Education, and Public Relations

* Provide training and consultation to state government agencies as directed by the OLCA Manager.

* Support the OLCA by serving as a subject matter expert in DHHS or other state government work groups, task forces, committees, and advisory groups as a representative of the OLCA at the direction of the OLCA Manager.

* Promote OLCA services within state government by building collaborative relationships with DHHS and state government divisions and offices.

* Provide education on laws that support the provision of language and communication access services, as well as physical access accommodations by state government entities.

* Serve as a lead consultant on OLCA services provided to state entities, providing consultation and training on applicable state laws and federal laws.

* Provides consultation on budgeting for access services to state entities.

Service Coordination and Provision

* Provide direct services (interpretation, translation, plain language document review, physical access assessment, etc) as appropriate based on knowledge and skill and under the direction of the OLCA Manager.

* Coordinate specialized services provided by the OLCA to other state government entities.

* Supervision of contracted service providers to ensure appropriate service provision.

* Handle billing and payment for services provided by the OLCA to DHHS and other state entities as well as invoices from contracted service providers.

* Provide high level administrative support to the OLCA Program Manager.

* Thorough knowledge of one or more of the following: interpreter scheduling and coordination, document translation processes, physical accessibility, captioning services.

* Thorough knowledge of laws pertaining to communication access and language access.

* Proficiency with at least one language other than English.

* Ability to exercise judgement and discretion in establishing, applying, and interpreting policies and procedures.

* Ability to participate effectively in program planning, development, and evaluation.

* Ability to establish and maintain effective working relationships with agency personnel and officials.

Bachelor's degree from an appropriately accredited institution and two (2) years of experience related to the area of assignment;

An equivalent combination of training and experience.
