Compensation$49,000.00 AnnuallyCompensation TypeExemptEmployment TypeRegularScheduled Weekly Hours40GradeE11DepartmentAccountingPosition SummaryUnder the general direction of the Comptroller and Budget Director, this position is responsible for managing the fiscal aspects of grants or contracts including federal and state student financial aid grants, ensuring compliance with all state, federal and contract guidelines and terms. Responsibilities include: monitoring and billing on a monthly or quarterly basis; communicating with Luna Community College (LCC) personnel and others regarding grant/contract status; answering questions; researching discrepancies and checking for reasonableness and allowability; keeping necessary personnel apprised of possible problems or contingencies; monitoring time and effort reports; analyzing and preparing periodic and annual financial reports; coordinating fiscal procedures with the institutions' administrators, supervisors and program coordinators; providing information for audits or program reviews; and closing out the grant or contract.Duties & ResponsibilitiesESSENTIAL JOB FUNCTIONS
  • Works closely with Grants Coordinator to ensure proper restricted contract and grant accounting, reporting, compliance and support to college grant program staff.
  • Review award documents (agreement, budget, statement of work, and other contract and grant requirements) to ensure award setup is accurate and complete in the College's modern enterprise resource system, Workday and other administration and financial databases.
  • Interpretation and implementation of post award policies and financial compliance regarding sponsored projects as required by federal regulations in 2 CFR 200, Uniform Administrative Requirements, Cost Principles and Audit Requirements, sponsor terms and conditions, State of New Mexico statutes, and LCC policies.
  • Prepare post-award financial reports for federal, state, and private funded contracts and grants as assigned. This includes but is not limited to invoicing and preparing Cost Reports for awards requiring Draws or Installment Payments. Act as contact person for awarding agency representatives concerning contractual issues of billing and reporting.
  • Research discrepancies and check for reasonableness within the grants and contracts keeping necessary personnel apprised of all issues. Analyze project expenditures to ensure costs are allowable, allocable, reasonable and consistently handled as directed by 2 CFR 200 and other Federal and New Mexico State agency regulations.
  • Monitor financial activity; bill or oversee billing as required by grantor; manage accounts receivable; track time and effort reports; prepare budgetary projections; and close out the grant or contract ensuring compliance with all state, federal and contract guidelines and terms and provide documentation for audits or program review.
  • Coordinate with Financial Aid staff to monitor and ensure completeness and compliance with LCC policies, NM State, and federal requirements and standard accounting and audit procedures for Federal and State Student Financial Aid including all compliance Title IV Regulations. Assist with student accounts and prepare Return to Title IV calculations.
  • Coordinate with staff to apply the allowable federally negotiated F&A cost rates (indirect costs) to contracts and grants. May assist with calculations to establish and maintain an allowable F&A costs rate for LCC.
  • Use of the College's modern enterprise resource system, Workday, for processing and reconciling Contract & Grant transactions; tracking payables and receivables; budgets; and system reporting.
  • May manage staff to include recruiting, selecting, training new employees, as well as providing opportunities for staff growth.
  • Performs other related duties as assigned.
Education And Experience
  • Bachelor's Degree in Accounting or related bachelor's degree with 15 credit hours of Accounting coursework
  • 3 years of directly related professional experience is required.
  • MBA or other related Master's Degree, with aforementioned accounting coursework, is preferred.
  • Experience working in a higher education setting is preferred.
