General Job Summary:
The Accountant performs a variety of professional and technical accounting and/or auditing work in examining, analyzing, entering, and interpreting accounting records and financial information to prepare fiscal reports. This position uses initiative in carrying out recurring assignments.
Job Duties and Responsibilities:
* Primarily responsible for debt service reporting and payments; Prepare debt calculations, data, payment, and reporting information to appropriate entities for proper compliance.
* Gather, prepare, and submit data for various Higher Education surveys and requests; prepare calculations necessary for submissions of national surveys.
* Prepare allocation summaries and transfer documents required by the State Auditor's Office which establishes accounts for the allocation and distribution of the state college and universities capital, supplemental, lottery, and general revenue funds.
* Enter deposits into the wvOASIS system for check and loan payments, assigning appropriate financial and grant program codes.
* Enter, review, and approve travel, payroll and/or other expenditure documents in wvOASIS for proper compliance, form, and accounting distribution.
* Prepare various financial spreadsheets, graphs, charts, and summaries as requested for the Division of Finance & Facilities.
* Provide administrative support and coordination to effectuate smooth and efficient operation of the Division.
* Assist with background documents for system-wide bond issues. These documents are provided to the Municipal Securities Rulemaking Board.
* Assist in the preparation and monitoring of WVHEPC annual budgets.
* Assists management and finance staff on projects and routines matters as requested.
* Assist with the preparation of the Annual Financial Statements.
* Assist with providing support for fiscal note responses and legislative inquiries.
* Provide assistance, information, and/or data for appropriate bi-weekly payroll processing.
* Assists in the daily finance operations for maintaining the general accounting records of the agency and other assigned accounting entities.
* Other duties as assigned.
Minimum Qualifications
MINIMUM EDUCATION AND EXPERIENCE:
Education: Bachelor's degree in accounting, business administration, finance or related field required.
At least one-year recent relevant work experience is preferred.
An associate degree and three years recent relevant experience will be considered.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
* Strong mathematical and analytical skills.
* Ability to communicate effectively, both verbally and in writing.
* Ability to prioritize, multi-task and organize work.
* General understanding of federal, state, and local regulations.
* Knowledge of generally accepted professional accounting and auditing principles and practices.
* Knowledge of the principles, practices, methods, and techniques of government accounting and auditing.
* Ability to foster teamwork, positively influence others, and work cooperatively and effectively, both independently and as part of a team.
* Skill in operating computer software and programs related to accounting.
* Proficient ability to use various software products such as Microsoft Teams, SharePoint, Access, Outlook, Word, Excel, and PowerPoint.
PREFERRED KNOWLEDGE, SKILLS, AND ABILITIES:
Experience using the State of West Virginia's accounting/fiscal system, wvOASIS.
