Description of Job

About the Work Unit

The Executive Director's Office (EDO) is the backbone of the Colorado Department of Public Safety, providing effective administrative and management services to the Department's operating divisions.

* The Executive Director and Deputy Executive Director - Oversees strategic direction and operations for the department

* Administrative Services Office - Provides division and department-level administrative and support functions encompassing accounting, procurement, budget, and logistics services (fleet, facilities, warehousing, material management and fabrication) to support the operations and programs of CDPS divisions

* Human Resources Office - Supports recruitment, hiring, evaluation, benefits management, personnel actions, payroll and all other human resources functions

* Compliance and Professional Standards Office - Develops policies, assesses and manages risk, and ensures compliance with state and federal requirements and professional standards

* Colorado Integrated Criminal Justice Information Systems - develops cost-effective information sharing services to provide access for criminal justice agencies while maintaining information security. CICJIS is a collaborative program designed to facilitate information sharing at key decision points in the criminal justice process. There are five participating CICJIS agencies: the Department of Corrections, Judicial, the Colorado District Attorney's Council, the Division of Youth Corrections, and the Colorado Bureau of Investigation

* Office of School Safety - assists local schools and communities to create safe and positive school climates for pre-k through higher education schools in Colorado.

The Administrative Services Office provides internal administrative support to the Divisions within CDPS and include the following sections:

* Chief Administrative Officer's office

* Accounting Services and Commercial Cards led by the Controller

* Budget and Policy led by the Budget Director

* Purchasing and Contracts by the Purchasing Director

* Logistics Services Section led by the Logistics Director

* Property Services Section led by the Property Services Director

About the Job

This position ensures accurate and timely processing of accounting transactions for all operational, and grants financial activity for the Executive Director's Office. This position also serves to support the EDO Accounting Team with procurement card, and vendor/customer registration within the CORE Financial system. The position assists in researching proper accounting processes in accordance with authoritative materials and for providing guidance for program staff and grant managers.

KEY RESPONSIBILITIES

Daily Accounting Duties

General accounting including accounts payable, accounts receivable and cost accounting for the Executive Director's Office. Audits and accurately records or approves division transactions including payments for division's operating and grant activity, employee reimbursements, grantee reimbursements, interagency transfers, and procurement card allocations as assigned. Reviews division requisitions for compliance with accounting rules, policies, and practices. Examines supporting documents for accuracy, completeness, and compliance with State and Department fiscal rules and policies; advises program personnel of any corrections needed. Reconciles program transactions, investigates and resolves discrepancies, preparing any necessary journal entries within the financial system. Works closely with program representatives to provide various reports as needed. Responds to vendor or program inquiries regarding payments made or anticipated. In all things, ensures compliance with state fiscal rules, federal grant guidance and other applicable rules and regulations.

Grant Financial Management

Records grants in CORE and assigns unique coding to each program; maintains current and working knowledge of Federal and State regulations; monitors debarment list for all federally funded vendor payments; monitors expenditures of various programs to ensure compliance with program requirements; calculates the required match for various programs and maintains records to support reported match; develops and implements systems and manuals to ensure compliance with such regulations; maintains supporting documentation of all transactions of each grant from solicitation through record retention period; maintains current status on all open programs, ensuring timely reporting through closeout, making recommendations as needed; timely responds and supports audit reviews of assigned federal programs; prepares accurate and timely financial reports for each program; develops and implements systems, training and documentation (e.g. manuals) to ensure compliance; establish best practices for program financial management and provide ongoing training to accounting and program managers; maintains open and timely communication with program managers.

Commercial Card Program Support

Serves as the backup on commercial card activities. Supports the program administrator by ordering and issuing cards, card inventory control, card replacement and recovery of expired or withdrawn cards, and associated activities. Runs reports, compiles data, and performs data analysis on various aspects related to the program. Coordinates and assists with expense allocations throughout the Department. Ensures accurate, complete, and concise reconciliations and ensures all program elements are in 'audit ready' condition at all times.

Vendor Maintenance

Position must thoroughly review vendor documentation for accuracy and completeness. If documentation is not complete, this position will determine the best course of action to follow up with the program or the vendor to obtain adequate information.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

YOU MUST BE A PERMANENT RESIDENT OF THE STATE OF COLORADO

NOTE: To be considered for this position, you must meet one of the following options for consideration.

* Four (4) years of professional government accounting experience that includes journal entries that are in compliance with GAAP and GASB accounting standards and reconciliations of payroll and general ledger transactions.

or

* A combination of related education (coursework requires 27 semester hours completed in accounting or auditing) and/or relevant experience in an occupation related to the work assigned equal to four (4) years

or

* Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for four years of education.

CONDITIONS OF EMPLOYMENT

* Requires successful completion of a background investigation that includes a polygraph exam, a fingerprint based criminal history search and reference checks.

PREFERRED QUALIFICATIONS

* Experience with state financial system (CORE) is preferred.

* Knowledge of Colorado State fiscal rules

* Grant Financial Management Experience

* Complex account reconciliation experience

* A Certified Pubic Accountant (CPA) designation.

* Highly proficient with Excel.

* Excellent verbal and written communication skills.

* Professional office work environment

* Mostly sedentary

* Office operates between 8:00 AM and 5:00 PM, Monday - Friday
