Essential Functions EXAMPLES OF TYPICAL JOB FUNCTIONS:Positions at the Accountant I level may perform some of these duties and responsibilities in a learning capacity.
- Provides responsible professional support in the administration and implementation of the District's financial, auditing, Grants, and accounting processes and systems.
- Maintains the fixed asset registry; researches assets; gathers documentation and assesses life and type of asset; consults with engineers and other District personnel prior to booking into the financial management system.
- Monitors expenditures, revenues, and budget allocations to determine the District's financial status and prepares custom reports, graphs, and schedules as needed.
- Performs treasury functions including cash flow analysis, transferring of funds, and monitoring available funds and investment portfolios.
- Prepares journal entries and reconciles balance sheets and accounts; reviews and ensures accuracy of data entry prior to review and posting.
- Ensures the integrity of the general ledger, including evaluating and analyzing transactions, implementing accounting procedures and preparing accurate and timely financial analyses and reports.
- Prepares a wide variety of financial and statistical reports, including financial statements and quarterly, year-end, audit, cash position, and budget reports.
- Interprets, explains, and applies general and governmental accounting/auditing principles and procedures, laws, and regulations affecting the financial operations of the District.
- Participates in the annual financial statements and notes, such as the preparation and submittal of the Annual Comprehensive Financial Report (AFCR); interfaces with the independent auditors in the audit process.
- Participates in the development and implementation of accounting policies and procedures; ensures compliance with mandated requirements and regulations, including Grants.
- Observes and complies with District and mandated safety rules, regulations, and protocols.
- Performs other duties as assigned.
Minimum Qualifications MINIMUM QUALIFICATIONS:Licenses and Certifications: Possession of a valid California Driver's License, to be maintained throughout employment.Experience: Two (2) years of experience performing accounting duties related to general accounting, auditing and/or financial management.Education: Bachelor's degree from an accredited college or university with major coursework in accounting, business administration, public administration, finance, or a closely related field.QUALIFICATIONS Knowledge of:
- Public agency financial and accounting practices.
- Modern principles, practices, and methods of public and governmental accounting and financing, including program budgeting, general accounting, auditing, and their application to District operations.
- Generally Accepted Accounting Principles (GAAP); regulations issued by the Governmental Accounting Standards Board (GASB) and the Financial Accounting Standards Board (FASB).
- Mathematical principles and statistical methods.
- Principles of general ledger maintenance and account reconciliation.
- Methods and techniques of evaluating and maintaining fixed asset fiscal records.
- Basic principles of budget maintenance and oversight.
- Operational characteristics of financial management systems as it relates to the maintenance of fiscal records and reports.
- Methods and techniques of preparing financial statements and reports.
- Applicable federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility.

- Record-keeping principles and procedures.
- District and mandated safety rules, regulations, and protocols.
- Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and District staff.
