REPORTS TO: Accounting Manager or Fiscal Supervisor

DEFINITION: This position will be relied upon to complete daily, monthly, and year-end accounting tasks for the entire school system. The accountant will review, reconcile, and analyze reports, prepare annual consolidated financial statements, monitor compliance with established policies and procedures, develop training materials, conduct training, and provide telephone support for all schools and offices affected by the accounting operation. The accountant may participate in the design and development of automated systems for accounting related functions.

EXAMPLES OF DUTIES:

* Maintains budget and accounting records for Federal and State grants and provides financial reports to grant managers and supervisors.

* Prepares financial reports for management, state, and federal oversight agencies.

* Prepares financial statements, schedules, and footnote disclosures required for external auditors and for inclusion in the Annual Comprehensive Financial Report (ACFR).

* Performs daily banking and investment activities.

* Assists the fiscal supervisor with all aspects of accounting, including but not limited to - general fund operating budget, capital projects, enterprise funds, grants, school activity funds, payroll, fixed assets, financial reporting, accruals.

* Assists with maintenance of the chart of accounts.

* Verifies and reconciles information housed in payroll and financial systems.

* Coordinates billing and collection of funds due from outside agencies.

* Prepares, reviews, and approves disbursements, journal entry requests, and cash remittances.

* Prepares payroll labor cost corrections for grants and operating accounts

* Prepares revenue and expenditure projections.

* Reviews transactions for compliance with procedures and State financial reporting requirements.

* Consults with and assists principals, school-based secretaries, fiscal assistants, office/department heads, and other account managers, with questions about accounting procedures and the financial accounting systems.

* Develops training materials related to financial accounting issues for principals, school-based secretaries, fiscal assistants, office/department heads, and other account managers.

* Participates in the training of principals, school-based secretaries, fiscal assistants, office/department heads, and other account managers, related to financial accounting issues.

* Assists fiscal supervisor with compliance reviews of federal grant activity.

* Assists fiscal supervisor with investigating audit findings and preparing responses to audits.

* Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

Education, Training and Experience:

Graduation from an accredited college or university with a bachelor's degree in accounting, finance, or a related field. Three years of professional accounting experience.

Licenses and Certificates:

Certified Public Accountant, GFOA Certified Public Finance Officer, ASBO Certified Administrator of School Finance and Operations or other comparable certification is preferred.

Knowledge, Skills, and Abilities:

Thorough knowledge of GAAP and standard accounting business practices. Thorough knowledge, skills, and abilities in organizing, prioritizing, analyzing, presenting, and maintaining data, both electronic and paper. Knowledge, skills, and abilities in use of Excel spreadsheets, Microsoft Word, databases, and Outlook.

Skill and ability to communicate effectively orally and in writing. Skill and ability to maintain accurate records and produce necessary reports.

Ability to train fiscal, school-based and office personnel in the use of accounting software and established policies and procedures. Ability to work independently and perform assigned accounting responsibilities with a minimum need for direct supervision and review. Ability to establish and maintain effective working relationships. Ability to appropriately maintain confidential information.

PHYSICAL AND ENVIRONMENTAL CONDITIONS:

The work of this class is generally sedentary and performed in an office environment. Requires the use of computers and other office equipment.

* All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $109. An identification card will be issued which must be shown prior to employment.

* Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.

* If you have military experience, you will be asked to provide a copy of DD214.

* Official transcripts for all higher education must be received prior to contract signing.

* Some positions will require employees to undergo a physical examination and/or drug testing.

* Additional job verification will be required for salary credit.
