Description Gaston County Public Health is committed to protecting, promoting and preserving the health and well-being of all Gaston County residents. Examples of Duties The duties listed below are not all of the duties that may be assigned but are those that are considered as essential for an employee to perform.
  • Complete monthly grant reimbursements and communicate reimbursement amounts and documentation with program managers. Complete monthly grant expense recodes. Attend and host quarterly program grant meetings. Assist program grant managers as needed.
  • Process and execute annual Consolidated Agreement, state grant agreement addenda, and funding authorizations. Act as backup for all other duties completed by the Grants Coordinator.
  • Understand all Public Health accounts and amounts. Assist and train all Public Health staff in the Munis Finance System. Complete all Budget Change Requests.
  • Complete financial reports for Gaston County and HHS boards, audits, and Public Health divisions. Complete reports for revenue and expense tracking, payroll reconciliation, rollup balances, and budget preparation.
  • Act as backup to the Procurement Analyst including purchase order processing, competitive bidding, receiving goods, quality control, procurement policies and procedures, and other duties as needed.
  • Review all Public Health contracts on an ongoing basis. Monitor and track department and divisional budgets and contracts to process budget and contract changes, renewals, and terminations as needed.
  • Complete LabCorp review and invoicing. Act as backup to Accounts Payable including executing contracts, and entering invoices and requisitions.
  • Assist with executing new contracts and negotiate Public Health administrative contracts through review and consultation with applicable parties.
  • Assist with budget entry through compilation of data (contracts, payables, revenue, etc.). Complete annual carryforwards submission.
  • Recognize and implement performance improvement and cost saving opportunities within Business Services.
Minimum QualificationsEducation:
  • Bachelor's degree with coursework in accounting or a related field (e.g., Finance, Business Administration).
Experience:
  • A minimum of three years of experience in public finance or a related accounting field.
Special knowledge, abilities, skills, physical requirements, and other factors: Comprehensive knowledge of governmental accounting procedures, general statutes and laws, business office operations, and Microsoft applications. Ability to establish effective working relationships with Public Health divisions and Gaston County departments and employees; read and interpret state and federal financial regulations; and prepare complex financial reports and analyze and evaluate complex financial systems with demonstrated communication and leadership skills. Additional Information Applicants with less than 5 years of applicable experience will start at 25% of the salary range.
