The University of Texas Permian Basin's Office of Accounting welcomes applications for the position of Accountant II

Salary Range

$45,000.00 - $53,000.00 depending on qualifications

Essential Functions

The Project Accountant will manage and oversee the financial accounting and reporting of capital and non-capital projects at the University. This position is responsible for ensuring accurate financial reporting, project set-up, cost tracking, reimbursements, and compliance with university policies, grant requirements, and regulatory standards. The Project Accountant will work closely with campus community, project managers, and the finance team to ensure efficient and transparent financial operations related to university projects.

* Project Setup and Maintenance:

o Create and maintain project accounts within the university's financial systems.

o Ensure proper coding of project expenses, working with stakeholders to establish project budgets, timelines, and financial reporting expectations.

* Transaction Verification:

o Review and verify all project-related transactions, ensuring that expenses align with approved budgets and funding sources.

o Conduct monthly and quarterly reconciliations to maintain accuracy in project financials.

* Cash Requisition and Reimbursement:

o Prepare and submit cash requisitions for monthly expense reimbursement, ensuring timely and accurate reimbursements from external funding sources (e.g., grants, state allocations).

* Construction in Progress (CIP) Tracking:

o Monitor and track construction-in-progress (CIP) accounts, ensuring that all project costs are correctly recorded and reported.

o Collaborate with construction and facilities teams to capture financial impacts of ongoing projects.

* Project Costing and Reporting:

o Prepare detailed project costing reports, providing updates on budget-to-actual performance, variances, and projected financial outcomes.

o Work with project managers to review reports and make financial adjustments as necessary to stay within budget.

* Compliance and Audit Support:

o Ensure compliance with university policies, grant agreements, and state and federal regulations.

o Assist internal and external auditors with project-specific financial audits and reviews, providing necessary documentation and explanations.

Required Qualifications

* Bachelor's degree in accounting, finance, or a related field*

* One (1) year experience in project or grant accounting or related field

* Excellent analytical, organizational, and communication skills

* Experience with Excel, Word, and/or related software

* Experience may be considered in lieu of education

Preferred Qualifications

* Experience using PeopleSoft ERP

* Experience with capital project financing and budgeting

* Knowledge of state and federal regulations related to grant-funded projects and construction accounting

* Project or grant accounting experience in higher education or public sector

* Understanding of project accounting principles and financial reporting

* Knowledge of university financial systems and processes

Schedule

Generally, the normal work hours for the university are Monday through Thursday, 7:30 - 5:30 pm; Friday, 8:00 am - 12:00 pm with a one-hour lunch. The individual holding this position may need to be available early morning, evening, and on weekends to meet the needs of the department. Hours worked may differ with some departments.

Standard Working Conditions

1. Able to lift various materials up to 25 pounds on an occasional basis.

2. Able to bend, crouch, and reach continuously.

3. Physically able remain seated, frequently to continuously.

4. Able to remain standing up to 15% of the time.

5. Possesses dexterity abilities required to perform job duties including extensive keyboard work, operating office equipment, performing filing, and other job-related responsibilities that include extensive wrist and hand movement.
