Description
The City of Sioux City is looking for a full-time Accountant to perform accounting duties such as managing the accounts receivable and fixed asset software and prepare the City's financials on a quarterly and annual basis. Hours of work will typically be 8:00 - 4:30, Monday through Friday at City Hall.

Minimum Qualifications:
Graduation from an accredited college or university with a Bachelor's degree in accounting, Finance or related field and 1 year of full-time work experience in accounting or auditing, account systems financial preparations and computerized data database and spreadsheets. Internship work will be considered as work experience.

Duties
* Completes the Annual Comprehensive Financial Report (ACFR), including the completion of all necessary workpapers, accruals, reconciliations and the implementation of new audit requirements.
* Works closely with the external Audit firm to finalize the city's annual financials.
* Manages the accounts receivable process.
* Manages the fixed asset process.
* Monitors and balances accounts regularly.
* Aids in the preparation and submission of reports required by Federal and State agencies.
* Analyzes and reviews funds for appropriateness and required changes.
* Performs research, advises and assists departments in improving operations and procedures in the installation of new programs, systems, procedures and methods of operation.
* Performs special analyses and research of program workloads, costs and unit costs; aids in the preparation of revenue estimates.
* Conducts special studies in other areas of City operations as assigned.
* Expected to temporarily perform duties outside of normal classification in the event of a declared emergency. In the event that an employee is excused from work other than being sick, they will be required to report to work in a state of declared emergency.

Job Knowledge: Thorough knowledge of Generally Accepted Accounting Principles and Federal, State, and local grant regulations and their application to a variety of accounting transactions and problems with reference to public accounting; thorough knowledge of laws pertaining to municipal government; good knowledge of municipal finance and budget practices; thorough knowledge of data processing systems used in accounting; ability to audit financial data according to generally accepted auditing standards; ability to gather pertinent facts, make thorough analysis and arrive at sound conclusions; ability to prepare clear and comprehensive reports and complex fiscal reports; ability to develop modifications and improvements in existing accounting maintenance procedures; ability to read and interpret complex and sometimes conflicting federal, state, and local accounting requirements; ability to assemble, organize, analyze and present in oral or written form, clear and concise reports, memoranda, directives and letters; ability to prepare and present comprehensive technical reports and proposals; ability to organize work, set priorities, meet critical deadlines and complete assignments with minimal supervision required.
Language Ability and Interpersonal Communication: Requires effective communication skills and the ability to provide assistance to customers (external and internal); ability to write and speak effectively with fellow employees, City Council, and the general public; ability to read in English; ability to apply common sense understanding to the work process, procedures, programs and services; ability to provide and follow verbal and written instructions; ability to work as a member of a team in order to accomplish tasks; ability to establish and maintain effective working relationships with other employees and the general public.
Physical Requirements: Ability to see details at close range (within a few feet of the observer); ability to see details at a distance; requires mobility, speaking, sitting, ability to enter data into a P.C. accurately and quickly; ability to hear within normal limits with or without corrective assistance; ability to operate various standard office machines; ability to work under pressure and in stressful situations.
Regularly lifts up to 10 pounds and occasionally lifts up to 30 pounds.
Work Environment: Ninety percent of work is normally performed in a normal inside office environment with appropriate heating and cooling and is not subject to significant occupational or environmental hazards other than those normally associated with general public contact, dust or odors. Travel in all types of weather extremes to attend training and/or organizes meetings conferences, and workshops; must be mobile and able to visit complainants and businesses within the metro area.
