Position Type: Administrative Staff Date Posted: 8/1/2024 Location: FINANCE SERVICES DEPARTMENTPOSITION PURPOSE: The purpose of this job within the organization is to maintain financial operations and overall fiscal policies and perform various professional governmental accounting duties related to the school district in accordance with sound accounting practices. The Accounting Analyst performs specialized and complex record-keeping duties associated with processing and analyzing accounting transactions. This role involves reconciling cash, compiling fiscal data, and preparing financial reports. This job works independently, under limited supervision, reporting major activities through periodic meetings. ESSENTIAL FUNCTIONS:
  • Cash Management:
    • Cash management to include reconciliation of cash accounts including pooled cash with the Beaufort County Treasurer's office, accounts payable and payroll warrants, cash flow projections.
    • Reconcile, correct, audit, and process financial transactions with the County Treasury.
    • Process ACH returns and reversals.
    • Coordinate wire transfers between the District and the County Treasury.
    • Trace transactions to source documents and identify discrepancies.
    • Verify and audit the accuracy of transactions.
  • Complex Accounting Functions:
    • Prepare and analyze financial statements as requested (balance sheets, income statements, and cash flow statements).
    • Performs various accounting calculations and reports findings for report preparation and/or decision-making purposes.
    • Develop and maintain internal control procedures to safeguard financial assets.
    • Post correcting journal entries as authorized.
    • Assist administrators with consolidating proposals and interpreting needs.
    • Prepares and files sales/use tax with the SC Department of Revenue.
    • Prepares and files quarterly payroll reports for Federal and State entities.
    • Audits and reviews assigned accounts for internal control, researches and resolves discrepancies as required or directed.
    • Prepare and report escheatment.
  • General Responsibilities:
    • Establish and maintain collaborative relationships with relevant stakeholders.
    • Prepare line-item transfers.
    • Analyze and resolve discrepancies with department fiscal staff.
    • Prepares financial statements, schedules, ledgers, various routine and special reports, spreadsheets and related documents for District use, Board of Education, State Department of Education, external/internal auditors, or either entities as assigned or directed.
    • Assists as needed with other cross functional financial areas, including but not limited to payroll, accounts payable, cash management, and grants.
    • Collects classifies, or formats data or information in accordance with prescribed schema or plan to facilitate the identification and extraction of useful information.
    • Speaks informally to groups of co-workers and provides training, composes original reports, and other written materials, using proper language, punctuation, grammar, and style.
    • Receives and responds to inquiries and concerns in areas of responsibility.
    • Maintain accounting controls by following GAAP and internal accounting policies; maintain financial security by following internal controls.
    • Review and approve monthly general ledger and bank account reconciliations for special condition accounts to ensure procedural consistency and compliance.
ADDITIONAL DUTIES: Performs other related tasks as assigned by the Chief Financial Officer, Superintendent or other district office administrator as designated by the Superintendent. QUALIFICATIONS:
  • Bachelor's degree in accounting, business, finance, or related field required.
  • Thorough understanding of the general accepted accounting principles, standards, regulations, and laws related to governmental financial administration, accounts payable and receivable, capital asset accounting, procurement, grant administrations, auditing and other fiscal functions.
EXPERIENCE:
  • Requires six years of experience as an accountant or closely related experience.
  • Demonstrated knowledge in computers, data processing, use of financial software and accounting. Proficient in Microsoft Office software applications and other identified database program applications and/or programs.
