Position Type: CLASSIFIED/FINANCE Date Posted: 10/28/2024 Location: FINANCIAL SERVICES Richland County School District One Columbia, South Carolina Accounting Clerk II-Property FLSA: Non-Exempt 240 Days Salary Range: $39,634.40- $58,935.57 General Statement of Job Under regular supervision, receives, secures, documents and distributes fixed assets and sensitive items to appropriate District offices. Participates in property inventory counts as needed. Performs varied specialized clerical duties to support the maintenance of records to identify and properly control property of the District. Reports to the Supervisor of Property Accounting. Specific Duties and Responsibilities Essential Functions: Receives, identifies, and stores fixed assets and other items shipped to warehouse according to purchase order description. Organizes the delivery and transfer of equipment to appropriate District locations on a first-in, first-out basis. Exercises judgement to prioritize delivery of assets that are urgently needed to support classroom instruction or, essential functions. Supports information technology by issuing computers, printers, monitors, projectors and other electronic devices. Supports Building Services by issuing custodial equipment as needed. Authorizes accounts payable payments by timely receiving against the purchases orders. Consults with accounts payable, procurement and IT regarding payment and receiving issues, such as under or over shipments, incorrect items or damaged items received. Picks up prepaid equipment from merchants. Ensures equipment is tagged, serial numbers are recorded and deliveries to District locations are signed for. Transfers asset information to Property Accounting Clerks and answers any inquiries regarding the booking of assets. Secures assets and other items in the Property Crib, from theft and vandalism. Participates in inventory counts. Prepares property accountability records and maintains orderly and comprehensive data on asset that have shipped to District locations. Receives and responds to inquiries and requests concerning shipping and receiving from Accounts Payable, Property Accounting Clerks, Schools and Departments. Receives, reviews, prepares and/or submits various records and reports including receiving reports, pre-pay checks, packing slips, invoices, vehicle maintenance reports, purchase orders, receipts, transfer forms, and memos. Operates a variety of equipment such as a computer, printer, engraver, fork lift, pallet jack, hand truck, non CDL required delivery truck, bar code scanner, and telephone. Interacts and communicates with various groups and individuals such as immediate supervisor, co workers, District/ school supervisors and staff, and vendors. Complies with all federal laws, state statutes, Board policies, administrative rules, and directives. Exercises judgement in escalating issues or exceptions to the supervisor, suggesting process improvements. Additional Duties: Performs general clerical tasks, including but not limited to typing, copying and filing forms and documents, answering the telephone, etc. Loads and unloads equipment. Maintains clean and orderly work and asset storage area. Performs related duties as required. Drives delivery truck as needed. Minimum Education and Training Requires an Associate's degree in accounting, bookkeeping or other numerical area of study supplemented by two years of warehouse, receiving or inventory experience, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must possess valid South Carolina driver's license. Minimum Qualifications and Standards Required Physical Requirements: Must be physically able to operate a variety of machines and equipment including a computer, vehicle, fork lift, telephone, etc. Must be able to exert up to forty-five pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Physical demands are in excess of those for sedentary work; work involves driving, walking or standing for periods of time, stooping, pushing, pulling, etc. Must be able to lift and/or carry weights of up to forty-five pounds. Data Conception: Requires the ability to compare and/or judge the readily observable functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things. Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape, and visually read various information. Motor Coordination: Requires the ability to coordinate hands and eyes using office machinery; to operate motor vehicles. Manual Dexterity: Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, etc. Must have moderate to high levels of eye/hand/foot coordination. Color Discrimination: Requires the ability to differentiate colors and shades of color. Interpersonal Temperament Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing in uncomfortable physical conditions and under stress when confronted with emergency situations or tight deadlines. Worker may be subject to danger or risk to a moderate degree and to tension as a regular, consistent part of the job. Is knowledgeable in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. Has considerable knowledge of the functions and interrelationships of Richland District One and other governmental agencies. Has knowledge of inventory control methods and procedures. Is able to maintain property records with precision and accuracy. Has skill in the use of computers, calculators, adding machines and other office machinery. Has the ability to offer assistance to co-workers and employees of other departments as required. Has the ability to use independent judgment as needed in performing routine tasks. Is able to take the initiative to complete the duties of the position without the need of direct supervision. Is able to read and interpret technical materials, policies and related materials pertaining to the responsibilities of the job. Knows how to prepare reports, records, etc. with accuracy.
