SALARY RANGE: $85,000.00 - $115,000.00DISTINGUISHING FEATURES OF THE CLASS: The work involves maintaining and supervising general accounting staff and financial recordkeeping for an assigned department of the Erie County Medical Center Corporation, the ECMC Lifeline Foundation and other related entities or funds. The incumbent collects, organizes, supervises and participates in the recording, reviewing and analyzing of financial information and supporting financial records. Work is performed under the direct supervision of a higher-level employee of the assigned department. Supervision is exercised over lower-level financial staff or clerical staff. Does related work as required.TYPICAL WORK ACTIVITIES:
- Supervises the maintenance of financial information and records of accounts including general ledger and related supporting records according to established accounting procedures;
- Supervises and assists in gathering, recording and analyzing of revenue and expense information;
- Supervises and assists in maintaining analysis and detail records of assets and liabilities;
- Prepares and analyzes monthly and annual financial reports and statements, periodic special reports and internal financial statements and schedules;
- Processes and records accounting transactions;
- Participates in sensitive analysis and high judgment accounting issues;
- Assists in the preparation of budgets and variance of actual from budget reports;
- Assists in confidential provider contract maintenance and control;
- Assists in financial accounting principles and procedures training;
- Prepares financial and statistical exhibits for presentation to the Board of Directors or committees thereof;
- Performs analysis and review of financial policies and procedures to ensure compliance with state and federal requirements and generally accepted accounting principles and standards; makes recommendations for corrective action;
- Attends meetings.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of accounting principles, practices and procedures; thorough knowledge of internal accounting control concepts; good knowledge of healthcare accounting practices, policies and procedures; good knowledge of grant accounting; good knowledge of accounting for restricted and non-restricted assets; working knowledge of Generally Accepted Accounting Principles, Financial Accounting Standards Board and Government Accounting Standards Board pronouncements as applicable; ability to prepare, maintain and analyze accounting records, financial statements and reports; ability to supervise the work of others; ability to train others; ability to establish and maintain a working relationship with others; ability to maintain confidentiality of knowledge; a high degree of accuracy; initiative and resourcefulness; excellent computer skills; physically capable of performing the essential functions of the position with or without reasonable accommodation.MINIMUM QUALIFICATIONS:Graduation from a regionally accredited or New York State registered four (4) year college or university with a Bachelor's Degree in Accounting, Finance or Business Administration, including or supplemented by 24 semester credit hours in accounting and four (4) years of experience in accounting or financial recordkeeping, and one (1) year of which was in a supervisory capacity.NOTE: Possession of a Master's Degree in Business Administration or license as a Certified Public Accountant may be substituted for one year of the general accounting experience but may not be substituted for the required supervisory experience.NOTE: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.
