This role involves overseeing expenditure and budgetary control accounts, preparing trial balances, and generating financial reports to support the college's objectives.
- Supervise a team responsible for general accounting tasks and bank reconciliations, managing work assignments to ensure accurate documentation and timely financial transactions under the guidance of the Director.
- Develop manuals and training materials for staff within the Business and Finance Office.
- Oversee the Employee Performance Management System for subordinates, including conducting probationary and annual performance reviews.
- Maintain general and subsidiary ledgers to ensure compliance with accounting principles.
- Prepare adjustment transactions and verify their accuracy, contributing to accounting reports and budgetary projects for program personnel, subject to the Director's approval.
- Support the Director of Finance in managing accounting functions for construction projects, contracts, and grants, including bookkeeping and auditing.
- Collaborate with the Director of Finance to ensure adherence to applicable laws and regulations across all financial processes.
- Facilitate auditor requests and support year-end close-out procedures.
- Assist in managing fiscal activities, establishing accounts, and preparing income and expense reports to maintain financial integrity.
- Oversee the completion of various monthly, quarterly, and annual reports for submission to state and federal agencies.
- Assist in implementing state budgetary policies and interpreting the legislative intent of appropriation acts under the Director's guidance.
- Prepare and review budget adjustments, personnel position requests, allocations, and fund transfers to align with college goals.
- Participate in the preparation of staff reports, charts, forms, and related materials.
- Perform other duties assigned to drive to the vision, fulfill the mission, and abide by the values of this organization.
Minimum and Additional Requirements State Minimum Requirements: A bachelor's degree with accounting courses and professional experience in a related area such as accounting, auditing, banking or finance. Must have a valid driver's license.NETC Preferred Requirements: A bachelor's degree plus 15 semester hours in accounting related courses. Four (4) years professional experience in related area (i.e.. accounting, auditing, banking, or finance). Three (3) years of supervisory experience. Preferred Qualifications Knowledge Requirements: The employee should possess a strong understanding of the principles, practices, and theories related to accounting, auditing, banking, budgeting, and financial management. This includes familiarity with applicable laws, regulations, and policies relevant to the role, as well as knowledge of state governmental fiscal and budgetary processes, including office management. Additionally, a solid grasp of the South Carolina Procurement Code for Governmental and Public Entities is essential. Proficiency in MS Excel and experience with systems for managing inventory, fixed assets, and capital projects are also required.Skills and Abilities: The role demands the ability to effectively plan and implement a financial management program, alongside the capacity to interpret and analyze complex financial data and reports. The employee must be adept at planning, assigning, reviewing, and supervising the work of others, demonstrating strong leadership qualities.
