Job Summary The Accounting Officer Coordinator position provides leadership as the agency financial expert. This position oversees and develops the state's Annual Comprehensive Financial Report (ACFR), biennial budget, capital budgets, fixed asset inventory, November Forecast and the agency investment portfolio. This position provides accounting operation leadership for strategic planning development and internal controls for long range planning, forecasting, legislative interpretation and Giants Ridge management. This position serves as the Giants Ridge financial coordinator and manages all financial transactions processed within the facility. This position serves as the back-up to the agency Accounting Director. Responsibilities include but are not limited to:
- The individual in this position must effectively engage and build working relationships with Agency leadership, Minnesota Management & Budget (MMB) and other state agencies as necessary, Office of Legislative Auditor (OLA), Minnesota Department of Revenue (MDR), contract service providers for Giants Ridge (Guest Services), business executives, non-profit organizations and businesses throughout northeastern Minnesota.
- The individual must establish and maintain a good working relationship with the management, staff, and contracted service providers of Giants Ridge creating an environment that will encourage staff to actively participate in discussions involving their specific budget areas.
- This position includes developing a working relationship and communication with facility customers, vendors, volunteers and other state agencies.
This position will be located in Eveleth, MN with the eligibility for a hybrid telework schedule. This position will require reporting to the primary work location 4 days a week during the probationary period, then with the option to telework up to 2 days per week dependent on the work schedule. If approved for telework, the incumbent will be required to complete a telework agreement. Occasional travel is required
Qualifications The following qualifications are required of all applicants seeking consideration for this position. Minimum Qualifications - Three (3) years of comprehensive accounting experience working for a business or governmental entity.
*Bachelor's degree in business, finance, or other closely related field as determined by the agency can substitute one (1) year of experience; Master's degree substitutes for eighteen (18) months of experience. AND
- Thorough knowledge of GAAP and GASB accounting and reporting standards.
- Considerable knowledge of the statewide accounting system, including transactions for the general ledger, investment income, dedicated receipts, loans payable and receivable, appropriations, transfer, encumbrances and liquidations.
- Experience working with managerial accounting concepts, as this position requires significant problem identification, analysis and recommendations for problem resolution.
- Exceptional oral and written communication skills, the ability to communicate clearly and professionally both verbally and in writing.
- Ability to establish and maintain effective working relationships with agency managers, supervisors and staff, stakeholders, business, and governmental organizations as well as the general public.
- Experience preparing budget status reports and forecasts including year-to-date costs and projections to the end of the fiscal year.
- Knowledge of computer applications and system design, Including Excel spreadsheets, Microsoft Word, and knowledge of computerized auditing processes.
- Experience working with a diverse clientele including the commitment to equity and diversity in the work environment.
- Valid MN Driver's License.
Preferred Qualifications - Experience utilizing SWIFT, GAAP and GAAFR to create computerized accounting programs and business enterprise financial statements.
- Thorough knowledge of agency statutes, policies and mission for an effective strategic plan and internal controls.
- Broad working knowledge of Minnesota State contracting requirements and processes.
- Skill to analyze budgetary data, extract and convert data as necessary for GAAP financial reporting purposes.
- CPA license holder (active or inactive) in good standing.
