Under limited supervision, this position completes and maintains accounting records of the University payroll used in the cost study and general fund budgets, maintains the University Finance Data Model (FDM), performs the General Fund, ATP Fund and Clearing Fund reconciliations. Analyze financial data for the University's accounting department, develop processes to interpret financial and enrollment data, provide a wide range of program and cost analysis reports to all levels of management. This position develops and ensures that appropriate chargeback processes are effectively used for internal cost allocations at Southwest Minnesota State University.

**Minimum Qualifications**

+ Sufficient knowledge of generally accepted accounting principles (GAAP), and governmental accounting standards board (GASB), and practices sufficient to coordinate department or agency accounting functions.

+ State and federal statutes, rules, regulations, and department or agency policies sufficient to understand impacts on agency business or fiscal systems.

+ Internal control policies sufficient to analyze, review and provide recommendations for improvement and maintain effective working relationships with managers, other employees and the public.

+ Financial, statistical, database and spreadsheet software (i.e., Access, Excel, etc.) sufficient to apply to agency needs and design report structures used by all levels of management.

+ Budgeting policies and practices sufficient to prepare or direct preparation of, review, and analyze operating budgets and internal fiscal documents as well as recognize problems and effect solutions. The incumbent must also possess strong communication skills to orally explain and/or train individuals or groups.

+ Accounting/Budgeting/Expense knowledge sufficient to maintain complete and accurate financial records, balance and resolve discrepancies, and provide recommendations.

+ Requires a four-year degree in Accounting or Business-related field or a minimum of 3 years relevant accounting or financial related work experience.

**Preferred Qualifications**

+ Knowledge of the Minnstate policies and procedures relating to the financial administration of the University.

+ Ability to complete comprehensive reports and presentations on topics related to finance and Southwest Minnesota State University.

+ Have thorough knowledge of the various accounting and computer systems used by the Minnstate System, and a four-year degree in accounting or business-related field with relevant work experience.

+ Familiarity the Minnesota State coding and financial policies and procedures.

+ Knowledge of the Minnesota State, SWIFT, Workday HCM and SEMA4 systems and their interrelationships.

+ State accounting systems sufficient to access, interpret, and evaluate data. Accounting, financial management and business procedures typically practiced in higher education institutions.

+ Financial management and analyze techniques sufficient to apply them to strategic and business planning, problem identification and resolution;
