What you will be doing:
- For supported program, provide analytical expertise and input to conferences, meetings, and program reviews (e.g., In Process Reviews (IPRs), acquisition agency Board of Directors (BoD) reviews, Integrated Product Teams (IPTs))
- Provide analysis for affordability and planning for unique system modifications and integration support for design reviews (e.g. Critical Design Review (CDR), Preliminary Design Review (PDR)), milestone reviews, program reviews, program strategy evolution and modernization reviews, and system unique reviews
- Prepare and/or provide input and recommendations in the development of program schedules, maintain program schedules, and provide on-site support at all levels of meetings
- Provide programmatic input and recommendations for the development and maintenance of logic-based schedules and networks, network analysis, critical path analysis and risk assessments using Microsoft Project or other programmatic networked tools
- Provide input, advice, and recommend expeditious resolution of programmatic problems
- Assist in the development of acquisition program documentation, including Concept Plans for Milestone A equivalent decisions, Single Acquisition Management Plans, Development Plans for Milestone B equivalent decisions, and Production and Deployment Plans for Milestone C equivalent decisions
- Provide programmatic and schedule development assessment for the development, testing, and generation of acquisition agency prototypes to include production and maintenance of associated Integrated Master Plans (IMP) and Integrated Master Schedules (IMS); assess prototype development and schedules to ensure consistency with budget constraints, technology requirements, and manpower requirements
- Provide recommendations on the execution and management of existing contracts IAW applicable FAR and Army Regulations and policies
- Provide analysis, integration, and synthesis of data to present project status, long-range plans, and program accomplishments in relation to program objectives, budgetary constraints, schedules, and technical requirements
- Support the development of project allocated and functional baselines
- Provide technical advice/recommendations and assist in the preparation of schedule and cost estimates to support prototype projects
- Provide technical advice and assistance in the development of cost input to smart charts/books and assist in preparing responses to strategic cost drills
- Assist in preparing the monthly analysis of contractor earned value management and associated cost reports (e.g., estimates at completion, analysis of variance reports, and associated contractor performance assessments)
- Develop cost and performance information that supports documentation to validate cost estimating and Earned Value Management reports
- Provide programmatic advice and recommendations for schedule and cost for development of acquisition agency prototype efforts to support the President's budget, Budget Estimate Submission, Program Objective Memorandum (POM), and other cost and schedule requirements
Experience:
Minimum Experience: Citizenship: Must be a US citizen Clearance: Must have and be able to maintain a TS clearance with SCI Eligibility Education: High School diploma Years of Experience: 18 years of DoD acquisition experience
- Demonstrated experience applying: DoDD 5000.01 The Defense Acquisition System; DoDI 5000.02, Operation of the Adaptive Acquisition Framework; DoDI 5000.81, Urgent Capability Acquisition; DoDI 5000.08, Middle Tier of Acquisition; and DoDD 7045.14, PBBE Process
- Experience working within the full DoD acquisition lifecycle, with a focus on Urgent Capability Acquisition and Middle Tier of Acquisition
- Experience generating and maintaining DoD acquisition documentation
- Experience with Critical Design Reviews and documentation
- Experience creating risk management plans and strategies
- Experience with cost estimates and Earned Value Management
- Experience developing program and integrated master schedules
Preferred Experience: Education and Experience: Master's degree in Business or Acquisition and 10 years working in DoD acquisition projects
- DAWIA Practitioner Certification in the Program Management, Engineering & Technical Management, or Test & Evaluation fields
- Experience with ACAT II-level or higher acquisition programs
- Experience shaping and providing inputs to the congressional budget process for DoD acquisition programs
- Experience applying; Army Pamphlet 70-1, Army Operation of the Adaptive Acquisition Framework; and Army Pamphlet 70-3, Army Acquisition Procedures
