Salary:$93,519 annually About Administration Division Manager:Works within the Office of Public Health Director and leads all elements of administration, accreditation, budget, finance, strategic plan and supervision of staff in the Division. This division manager is also responsible for public health informatics (systematic application of information, computer science, and technology to public health practice, research, and learning). Knows the County's Customer-Centered Culture principles, the County's Mission, Strategic Plan and Core Values and demonstrates a commitment to customer satisfaction for all customers on a regular basis. Essential Functions
  • Prepares complex analyses and reports in the preparation, maintenance, and control of Linn County Public Health's (LCPH) operating budget.
  • Designs and implements budget enhancements.
  • Analyzes and prepares accurate financial data and reports to health director, division managers, and Board of Health (BOH) and Board of Supervisors (BOS).
  • Leads agency activities for quality improvement, strategic planning, accreditation, and performance management.
  • Supervises the branch of Account Technicians, Information Technology staff, and administrative support staff.
  • Manages agency informatics and data systems.
  • Establishes administrative office procedures and policies relating to mail processing, data entry of in-house computer information, financial and budget. Verify accuracy and completeness of said information.
  • Participates in Public Health Ready, DAEC drills, and other emergency preparedness activities.
  • Performs assigned duties while Public Health Director is out of the office and represents him/her to meetings when needed.
  • Knows the products they personally produce and the customers of each product. Listens to the Voice of the Customer and closes gaps between customer expectations and experience whenever possible.
  • Performs other duties as assigned.
Minimum Qualifications & Requirements
  • Bachelor's degree in Finance or Public Administration. Master's in public health is preferred.
  • Five (5) years of experience in financial reporting and budgeting required.
  • Two (2) years of supervisory experience required.
  • Knowledge of governmental budgeting a plus. Experience in the field of computer science or information technology is preferred. Additional relevant education or directly related experience may count towards minimum qualifications on a year for year basis at the discretion of the hiring manager.
  • Ability to read technical documents, technical publications, financial statements, and user manuals for software and office equipment.
  • Ability to coordinate record keeping and data collection between multiple divisions within a department.
  • Ability to write technical documentation, policies and procedures manuals, correspondence, annual report, and request for information and proposals.
  • Ability to do spread sheet calculations and graphics using simple math and statistics; ability to create and monitor budget.
  • Ability to lead strategic plan, quality improvement and accreditation activities.
  • Must be able to guarantee customer and internal requests are processed in a timely manner so other health department divisions can respond timely.
  • Ability to work closely with other Public Health Department managers and supervisors to establish priorities and projects, workflow, and education.
  • Ability to convey technical answers in layperson terms.
  • Ability to answer customer in-person and telephone inquiries.
  • Ability to chair/serve on committees within County government on technical issues such as the County Technology Committee.
  • Skills required to interact with the public, other employees and different departments is required.
  • Ability to use computer hardware (CPU, modem, monitor, etc.), screwdrivers, pliers, cell phones, telephone system, voice mail, printers, copiers, fax machines, overhead projectors, projection panels, and digital cameras.
  • Understanding of public health performance management system, quality improvement, strategic plan and accreditation is preferred.
  • Demonstrated experience communicating information to groups of people with diverse abilities and skills.
Special Necessary Requirements:Must pass a County physical examination which includes a drug test after offer of employment. Subject to criminal and credit history review. Valid Driver's License required. Regular work attendance required. Must remain awake and aware of surroundings at all times.
