Clarification from the agency FWS- wide: Open to current U.S. Fish and Wildlife Service employees serving under a Career or Career-Conditional appointment, Land Management eligibles, CTAP. Duties As a Administration Officer your duties may include but are not limited to the following:
  • Analyzes, evaluates, and manages accounting and control systems to maintain proper financial balances, distributes resources to all activities within planned limitations, and ensures that maximum benefits are obtained from resources.
  • Provides advice and counsel on a range of administrative and operational management support issues (human resources and material needs, human resources availability, administrative support matters, etc.), policies, programs, objectives, and plans.
  • Conducts personnel-related activities as requested to include preparation of personnel actions, position descriptions, award justifications, and other personnel related documents ensuring completeness, accuracy, and inclusion of supporting documentation.
  • Responsible for overall organizational procurement activities.
  • Ensure travel arrangements for program staff and cooperators are made in accordance with Federal Travel Regulations, Department and Service policy.

Qualifications Only experience and education obtained by 11/20/2024 will be considered. In order to qualify for this position you must possess the Minimum Qualifications.Minimum Qualifications GS-11 A. I possess one year of specialized experience at or equivalent to the GS-09 level. Examples of experience may include: preparing budget estimates or justifications for an organization; monitoring an organization's budget to ensure that obligations, expenditures, and requested allotments stay within approved funding limitations; managing the acquisition of supplies, equipment, and services for an organization in accordance with regulations and local policies; conducting financial, management or program analyses and documenting findings, issues, and recommendations; leading/directing or managing the work of a support staff on financial, budgetary or administrative topics; and provides assistance with the development of financial assistance agreements. B. I have successfully completed a Ph.D. (or have three full years of progressively higher-level graduate education leading to a Ph.D.) in a field that provided the knowledge, skills, and abilities necessary to do the work. Such fields include finance, business administration, public administration, industrial management or other directly related fields. Three years of graduate education is considered to be the number of credit hours that your graduate school has determined to represent three academic years of full-time study. NOTE: To qualify under this option you must submit transcripts (official or unofficial) to verify your education. C. I have a combination of qualifying specialized experience as described in response A and qualifying graduate education as described in response B that equals 100 percent of the GS-11 requirement. Only education beyond the second graduate year can be considered in this calculation. To combine education and experience, convert quarter hours to semester hours by multiplying by the fraction 2/3. Then, divide your number of graduate semester hours in excess of the first 36 hours by the number 18 (or the number your school uses to represent one year of graduate education). Divide months of qualifying specialized experience by 12. These two numbers must equal 100 percent when combined. NOTE: To qualify under this option you must submit transcripts to verify your education and include proof of your experience in the text of your resume. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
