Job Description:

The City of Virginia Beach Department of Human Services seeks an experienced Contracts Analyst for the Business Administration Division. This Contracts Analyst will perform in-depth research and analyze information and data from sources primarily outside of the agency in support of a mi-level manager and large financial division supporting the Human Services Department (HSD). This department is a combined behavioral health authority and local department of social services that provides an array of coordinated services to help meet the needs of the most vulnerable members of our community.

This position offers a hybrid-remote work arrangement once trained.

The Contract Analyst duties include, but are not limited to:

* Administer and supervise contract monitoring, administration and compliance.

* Provide subject matter expert guidance and recommendation(s) to staff as it relates to completing contracting projects.

* Assist contract users with development of Scope of Work and payment terms by gathering information to correctly analyze program and department needs.

* Participate in cost benefit and best fit analyses of vendor proposals.

* Ensure contract language meets the specific state and federal requirements for the various Human Service Department programs.

* Route solicitations and contracts through City Purchasing and legal processes.

* Liaison with vendors and staff to ensure compliance with contract requirements.

* Track expiration dates and obtain updated documentation for required insurances and licensing from vendors throughout life of contract.

* Maintain central contract files.

* Monitor contract performance with contract users and develop/maintain performance reports.

* Perform and/or review contract payment and inventory audits.

* Set up contract user accounts and help process contract orders.

* Perform quality reviews with staff and meet with contractors when necessary.

* Develop and prepare regular reports to track and monitor the status of contracts.

* Resolve contract payment disputes and confer with contractors and other divisions concerning contract payments and compliance.

* Implement and interpret policies and procedures.

* Develop, recommend and coordinate the implementation of new procedures for the assigned function.

* Assist with solicitations and procuring orders.

* Provide prompt, courteous customer service to internal and external customers.

The ideal candidate will demonstrate proficiency with cost benefit analysis of vendor proposals, excellent verbal and written communication skills, as well as two (2) years of experience with audit, compliance, corrective actions and/or monitoring.
