The Position

Ventura County Animal Services is seeking a highly organized and detail-oriented Administrative Assistant to support the administrative functions of the Agency. Under the direction of the Administrative Services Director, you will be responsible for a variety of human resources, fiscal, and administrative duties, to help streamline operations and support program managers and staff.

The Ideal Candidate

The ideal candidate will have considerable experience providing human resources services including absence management, disability management, personnel services, recruitment support functions, as well as experience with fiscal & payroll functions. The ideal candidate will possess the following:

* Strong interpersonal communication skills

* Ability to multi-task and with a sense of urgency

* Expertise working with VCHRP, AbsenceSoft, NeoGov, VCFMS, and other computer programs

* Experience administering leave of absence and disability management programs

* Comfortability working independently and collaborating with all levels of Agency and County staff to resolve problems

* Experience with fiscal tasks & payroll processes

Department/Agency: Ventura County Animal Services

EDUCATIONAL/BILINGUAL INCENTIVE: Possible educational incentive of 2.5%, 3.5%, or 5% based on completion of Associate's, Bachelor's, or Master's degree. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

Administrative Assistant I is represented by the Services Employees International Union (SEIU) and is eligible for overtime compensation.

The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies for this position only. There is currently one (1) Full-Time Regular vacancy.

TENTATIVE SCHEDULE:

OPENING DATE: 9/26/24

CLOSING DATE: 10/4/24Duties may include, but are not limited to the following:

* Serves as the liaison to other departments for the purpose of representing the Agency in personnel, training, benefits and leave administration.

* Serves as the Agency HR representative for leave of absence and disability management programs.

* Assists with recruitments, which includes job analyses, job announcements, examination materials, notifications to applicants, facilitating practical examinations, and the coordination of interviews and feedback in NeoGov for candidates.

* Creates e-Performance documents in VCHRP to initial performance evaluations, monitors compliance; runs compliance reports and communicates with management.

* Performs a variety of staff projects and assignments in direct assistance to departmental management staff.

* Assists with payroll functions.

* May be responsible for departmental personnel functions including benefits administration.

* Assists with fiscal tasks which may include payment plan maintenance, refund processing, accounts payable, and accounts receivable.

* Performs other duties as required.

EDUCATION/EXPERIENCE:

Some education and/or experience which would provide the required knowledge, skills and abilities (KSAs). For example, the requisite KSAs could be demonstrated by:

* Associate degree in a related field AND

* one (1) year of human resources experience

NOTE: Qualifying human resources experience would be duties such as but not limited to: personnel and benefits administration, leave of absence and disability management, and/or recruitment.

Additional related administrative support experience can be substituted for the education on a year for year basis

NECESSARY SPECIAL REQUIREMENTS:

* Must be willing and able to work in close proximity to animals throughout the worksite, as well as in an office where dogs, cats, and other animals may be present.

* Must be willing and able to work in a facility where euthanasia is performed.

DESIRED:

* Experience using NeoGov

* Familiarity with AbsenceSoft, the County's leave management system

* Experience with payroll processes

* Experience using VCFMS, the County's financial management system

KNOWLEDGE, SKILLS, and ABILITIES:

Working knowledge of: principles and techniques of human resources, administrative and fiscal services, organization and staffing, payroll processes, leave of absence and disability management, and personnel or benefits administration.

Working ability to: prepare a variety of reports and recommendations, communicate orally and in writing, establish and maintain effective working relationships with co-workers, the general public and outside contractors.

Supplemental Information:

Works primarily in an office environment but may be required to visit various departments/ agencies on a regular basis and meet off-site with business/community leaders, the public, and outside contractors.FINAL FILING DATE

WRITTEN EXAMINATION - 100%

A job-related written examination will be administered to test candidates' knowledge of English usage, reading comprehension, customer service, clerical methods and practices, and mathematics. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

NOTE: If appointed at the lower level, incumbent may be promoted to the higher level without further examination upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.
