Thurston County Public Health and Social Services (PHSS) is recruiting for a Recruitment & Workforce Specialist for our Administrative Services Division.

Public Health and Social Services (PHSS) is Thurston County's local health jurisdiction and human services department and is responsible for protecting the health and promoting the well-being of all people who live, work, and play in Thurston County. As a Recruitment & Workforce Specialist, you play a crucial role in both attracting qualified candidates and facilitating employee development. You are responsible for designing and implementing effective recruitment strategies to source and select top talent, ensuring a positive candidate experience from initial contact through onboarding. You will collaborate with various departments to assess workforce needs, implement innovative recruitment strategies, and develop training programs that enhance employee skills and engagement.

Some of the essential job functions may include, but are not limited to, the following:

* Recruitment

* Collaborate with hiring managers to develop job descriptions for open positions.

* Collaborate with other members of the hiring team to perform and track hiring tasks to ensure the hiring process is accomplished in a timely manner.

* Facilitate the onboarding process for new hires, including conducting and ensuring the new hire orientation sessions are welcoming and thorough and all paperwork is completed.

* Handle confidential and sensitive personnel matters as they relate to workforce development.

* May participate on interview panels as a representative of administrative services.

* Handle employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate staff.

* Maintain and update employee records, including personnel files, medical records, and training documentation.

* Assist in the development and implementation of hiring policies, procedures, and practices.

* Complete special projects, track, analyze data, and prepare reports on recruiting, HR metrics and additional functions as assigned.

* Workforce Development

* Track compliance with mandatory and non-mandatory training and licensure requirements.

* Act as Training Point of Contact (POC) for PHSS.

* Conduct training sessions or coordinate with external trainers to deliver necessary skills training.

* Partner with management and other departments to align workforce development initiatives with organizational goals.

* Create flyers and promote scheduled trainings and workshops.

* Manage registration and track the effectiveness of training programs.

* Prepare Request for Qualifications and Quotes (RFQQ) and contracts for outsourced training.

* Perform other work as required or assigned, including, but not limited to, a 24/7 response during public health emergency situations and disease outbreak investigations.

QUALIFICATIONS

* High School Diploma or GED and one year of college level course work in office support, general business, accounting, or another closely related field.

* At least three years' experience in a senior level office support position, with at least two years' experience providing accounting or budgeting support. Additional experience may substitute college education year for year.

* Ability to use computer equipment and related software programs is required.

* A current Washington State Driver's License may be required.
