Salary: $63,428.52 - $82,457.08 AnnuallyLocation : 707 Executive Place Fayetteville, NCJob Type: Full-TimeJob Number: 202402437Department: Public Health DepartmentDivision: AdministrationOpening Date: 12/17/2024Closing Date: 1/3/2025 11:59 PM EasternSalary Grade: 114Position Overview **Hiring rate will be determined based on qualifications and internal equity The Cumberland County Department of Public Health (CCDPH) has received federal funding to implement an initiative to provide resources to support first responders and members of other key community sectors on training, administering, and distributing naloxone and other Food and Drug Administration (FDA)-approved overdose reversal medications or devices. The initiative supports a multi-disciplinary team to provide training to first responders, youth serving organizations, nurses, barbershops, public libraries, and faith-based organizations. The project also includes community-based distribution of naloxone to vulnerable populations. The Administrative Officer {Project Director (PD)} is responsible for overseeing, monitoring, and managing the project award including the completion of grant reports. The PD will recruit, hire, train, and retain a multi-disciplinary team of public health educators, peer support specialists, and a data evaluator. The PD will establish overall goals, plan work operations, set priorities and deadlines, and determines personnel, space, equipment, and other resources needed to meet the goals of the project. The PD will assure services are being provided in a manner that considers health equity, cultural competency, and health literacy, and are trauma informed. The PD will provide staff support to Cumberland-Fayetteville Opioid Response Team (C-FORT). This position is time-limited grant funded for a four-year period. (Funds secured from September 30, 2024 - September 29, 2028)Examples of DutiesDuties for this position include, but are not limited to:
  • Recruit, hire, train, and retain, and supervise a multi-disciplinary team (two public health educators, two peer support specialists, and a part-time project evaluator) that provide community-based naloxone training and distribution.
  • Develop and implement policies and procedures to provide naloxone training and distribution.
  • Work and engage with Cumberland County Department of Public Health (CCDPH) Finance staff in the management of funds for the project.
  • Assure services are being provided in a manner that considers health equity, cultural competency, and health literacy.
  • Attend and participate in CCDPH monthly Management Team members.
  • Collaborate with first responders, youth serving organizations, nurses, barbershops, public libraries, C-FORT Recovery Resource Center, and faith-based organizations to plan and provide naloxone training.
  • Collaborate with the C-FORT Coordinator to plan and coordinate community naloxone distribution and outreach activities.
  • Support service delivery at the C-FORT Recovery Resource Center
  • Plan and conduct Sequential Intercept Mapping for youth and adults for Cumberland County
  • Utilize NCCARE 360 to receive and send electronic referrals to partner agencies.
  • Collaborate with the Regional Tobacco Coordinator to offer tobacco cessation classes at the C-FORT Resource Center
  • Support and build community partnerships at the county level and identify linkages that can be helpful to CCDPH.
  • Develop systems to conduct all project evaluation activities
  • Provide oversight to all project evaluation activities include appropriate consent processes, data collection, and data analysis
  • Prepare all grant and project reports
  • Provide written and oral updates to the CCDPH Senior Leadership Teams, County Management, and Board of County Commissioners, as requested

  • Exceptional communications skills, both oral and written, will be necessary for this role.
  • Experience supervising staff.
  • Skill in project management and fiscal management required.
  • Knowledge of basic substance use, public health and/or the role of local public health is helpful, but not a requirement.
  • Ability to initiate and install administrative programs and procedures and to evaluate their effectiveness.
  • Willing and capable of performing as a division supervisory and management team member.
  • Ability to actively support diversity, equity, and cultural competency efforts within stated job responsibilities and work effectively across diverse cultures and constituencies.
  • Considerable knowledge of the principles and practices of public and business administration.
  • Demonstrated problem-solving skills with the ability to analyze situations and implement effective solutions.
  • Self-motivated with a strong desire for continuous learning and professional development.
  • Ability to work independently with minimal supervision while maintaining a high level of accountability.
  • Knowledge of local community resources and services, with the ability to efficiently locate and access relevant support for clients or projects.
Must have or obtain and maintain a valid North Carolina driver's license with an acceptable driving record.
