GRADE 14 LOCATION OF POSITION Water and Science Administration Adm/ Compliance Program, Enforcement Division- Federal ICIS Data Management Unit 1800 Washington Blvd. Baltimore, MD 21230 Main Purpose of Job The Water and Science Administration of MDE is recruiting for two Administrative Officer II positions. The Water and Science Administration is responsible for initiating and processing enforcement and compliance actions related to sites with National Pollution Discharge Elimination System (NPDES) permit coverage. The first Administrative Officer II position will primarily provide support for ICIS (Integrated Compliance Information System) operations, including entering permit information, limits, and limit sets, as well as single event violation data. The position will perform QA/QC activities to ensure that accurate data is entered into ICIS that will be used to determine compliance and enforcement activities and will be available for public review. As a second priority, the position will provide assistance with NetDMR customer service, training, and reporting. The incumbent will also assist with the implementation of Climate Change and Environmental Justice policies within ICIS when appropriate. The second Administrative Officer II position will provide increased resources for the implementation of the Electronic Reporting Rule for submission of Discharge Monitoring Reports (DMRs) and Net DMR data entry. The position will primarily provide NetDMR training and help desk services for NPDES permittees, screen and process new permittee applications to use the NetDMR system, conduct status review of NetDMR usage, and conduct outreach to permittees not currently using the NetDMR system. This position will also provide quality assurance and quality control review of the Copy of record (COR) to ensure accuracy of the data entered into EPA's ICIS system. In addition, the Administrative Officer II will assist the Lead ICIS Coordinator with the input of NPDES permits into ICIS, including permitted features, limit sets, limits, and narrative conditions to ensure compliance with EPA guidance. The incumbent will also assist with the implementation of Climate Change and Environmental Justice policies within ICIS and NetDMR data when appropriate. MINIMUM QUALIFICATIONS Education: Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: Two years of administrative staff or professional work. Notes: 1. Candidates may substitute 30 credit hours from an accredited college or university for one year of the required experience. 2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience. 3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience. DESIRED OR PREFERRED QUALIFICATIONS It is preferred that the selected candidate has the following: -Experience working with databases; -Experience working with local, state, or federal regulatory programs. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland. Continued employment in this position will be contingent upon the results of the background investigation. BENEFITS Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
