Duties:
The Records Manager is responsible for the management and supervision of the institutional Records Department and oversight of the Criminal Records Processing Unit. Train, assign work to and review the work of staff assigned to the Records Department. Work closely with other institutional departments to arrange inmate funds, property, and medication prior to release. Ensure Sex Offender paperwork is complete prior to release. Perform releases in the IMS in accordance with 103 DOC 404. Work with the institutional Director of Treatment regarding release and reentry issues. Responsible to notify the DOC Victim Services Unit when applicable. Work with the institutional Parole Office to release parolees. Audit IMS Inmate Movement reports daily for accuracy and completeness. Participate in Management Access Hour and monthly Reentry Triage meetings. Respond to correspondence and telephone calls from other law enforcement agencies, courts, attorneys, and inmates. Performs other duties as assigned.
Preferred Qualifications:
Knowledge of the Department policy and procedure particularly as it obtains to records management. Strong management and interpersonal skills. Ability to write concise and clear business communications. Excellent communication and verbal skills, and experience with public speaking and correspondence pertaining to legal records. Basic understanding of the inmate six-part folder to include sentence structure, data computation and classification procedures. Knowledge of DOC policy regarding records and CORI information. Familiarity with Massachusetts Criminal Justice Information System (CJIS), including ability to interpret Board of Probation court information (BOP).
Comments:
This is a Civil Service position. Please note that salaries for union positions are determined according to the provisions of the respective collective bargaining agreement. The Massachusetts Department of Correction shall not hire anyone who may have direct contact with offenders, who has engaged in sexual abuse in a prison or other institution as defined in 42 U.S.C. 1997; or has been convicted of engaging or attempting to engage in sexual activity in the community facilitated by force, overt or implied threats of force or coercion, or if the victim did not consent or was unable to consent or refuse, or has been civilly or administratively adjudicated to have engaged in the activity described in the above paragraph. The agency shall consider any incidents of sexual harassment in determining whether to hire anyone who may have contact with offenders or residents. The DOC urges bi-lingual applicants to apply.

Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative, supervisory or managerial experience in business administration, business management, public administration, financial management, or professional experience in a particular specialty (i.e. scientific, professional, or technical), and (B) of which one year must have been in a supervisory or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Incumbents may be required to have a current and valid motor vehicle driver's license at a class level specific to assignment.
Substitutions:
I. A Bachelor's or higher degree with a major in business administration, business management, public administration, financial management, or degree related directly to the specialty may be substituted for two years of the required (A) experience.
II. A Graduate or higher degree with a major in business administration, business management, public administration, financial management, or degree related directly to the specialty may be substituted for three years of the required (A) experience.
II. A Bachelor's or higher degree with a major other than in business administration, business management, public administration, financial management, or degree related directly to the specialty may be substituted for a maximum of one year of the required (A) experience.
