Summary This position reports to Chief, Safety & Emergency Management Service. The incumbent identifies problems within existing programs or policies, devises new plans for alleviating problems, and implements recommendations with the approval of the Chief. Responsibilities Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Major duties include, but are not limited to the following: Prepares a variety of reports with input from the Chief. The reports may involve any of the following topics: accomplishments; goals and objectives; specific trends; resource management; review against external standards; education, training, and community relations; committee participation; and quality assurance activities. The incumbent develops comprehensive reports, studies, business plans, and presentations for the Chief Safety & Emergency Management, VISN 21, and VACO. Reports and presentations will be highly visible and shared with executive leadership, stakeholders, and VACO. Incumbent must possess exceptional writing skills and a strong proficiency in the following software applications (Access, Excel, Power Point, Project, and Word). May serve as a member on Health Care System committees and other activities as designated by the Chief. Incumbent will track and monitor a multitude of ongoing projects, action items from fire and emergency drills and then briefs the Chief Safety and Emergency Management on project and item status. Program analysis activities are primarily involved with analyzing operating programs such as Employees Compensation Operations & Maintenance Portal (ECOMP), Invoice Payment Processing System (IPPS), Facility SAFE, Performance Logic, ePerformance, HR SMART, USAStaffing but not limited to, to evaluate their effectiveness in achieving an organization's objectives. Responsible for other management services such as management analysis, records management, auditing, statistics, and data processing systems. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/17/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
