Summary The St. Louis VA Medical Center is recruiting for an Administrative Officer for Diagnostic Imaging Services located at the St. Louis VA Medical Center. The Administrative Officer has responsibility of a wide range of administrative functions within the service line consisting of General Radiology, Computed Tomography, Ultrasound, Mammography, Interventional Radiology, Magnetic Resonance Imaging, Nuclear Medicine, Tele-Imaging Network, PET/CT and Radiation Oncology. Supervisory Makes procedural changes to improve workflow and services. Develops performance standards, and evaluates employee performance. Advises employees of management policies, department goals and objectives. Informs employees of all relevant technical program guidance, directives, and procedural changes. Reports on work accomplishments, costs, and encounters in achieving assigned goals and objectives. Plans, organizes, directs, coordinates, reviews, and evaluates the work of staff in accomplishing assigned programs, functions, and activities. Reviews performance, quality of work; accepts, amends, or rejects work of employees and takes corrective action when required. Administrative Management Provides for the overall administrative management of the DIS. Collects data from a variety of sources and analyzes the data for developing action plans. Assists with Joint Commission on Accreditation of Healthcare Organizations (JCHAO) mandated activities. Identifies important aspects of patient care, developing various indicators establishing thresholds for evaluation participating in the review process. Provides administrative support in development, revision, implementation, and evaluation of service policies and procedures. Provides administrative assistance toward meeting all federal guidelines and accreditation standards. Develops, plans, and provides coordination to meet overall administrative and management program objectives defined by the Chief of the department Interprets a variety of VA regulations, VACO policy statements, VHA Directives pertaining to Radiology, Nuclear Medicine and Radiation Oncology. Human Resources Provides advice on interpretation and application of a variety of human resources policies, practices and procedures that affect Radiology, Nuclear Medicine, Magnetic Resonance Imaging, Bone Density and Radiation Oncology. Reviews and maintains personnel action requests, awards, promotions, and disciplinary actions. Maintains files and documents on personnel actions with appropriate staff or supervisor. Assists in the development of performance standards and ensures organizational chart, position descriptions and performance appraisals are update Coordinates recruitment for vacant positions for the service line. Budget/Financial Management Formulates and executes budgetary plans for Diagnostic Imaging Services. Analyzes past fiscal expenditures and workload to meet immediate and long-range goals. Establishes and maintains controls for effective financial oversight - budget formulation, justification, execution, and financial management. Develops plans to meet budget requirements and reviews budgetary documents in service line. Procurement Contracting Logistics Initiates and completes modifications by the contractor. Serves as the Contracting Officer Representative for DIS contracts including procurements. Prepares contract specifications to include complex statements of work. Completes reconciliation of invoices to timecards for accurate and prompt payment. Initiates payment and completes increases and decreases to the financial obligations funding. Identifies occupancy requirements for the service and reallocates space to accomplish the mission. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with, and knowledge of the organization and structure of healthcare delivery systems or managed care networks, including comprehensive understanding of laws, regulations, manuals, and policies as they apply to Diagnostic Imaging; Developing and implementing tools and techniques to collect and analyze data on quality, fiscal expenses, budget, appropriate utilization of resources and customer satisfaction; Developing and implementing financial indicators for efficiency, performance, appropriate allocation of resources, and benchmarking with other hospitals; Developing and coordinating a plan of action to enable a hospital to meet, or exceed, the performance standards and monitoring compliance through the standards; Significant experience with implementing Joint Commission standards in a service. Preferred Experience: Experience in Medical Imaging, Diagnostic Radiology, Nuclear Medicine and/or Radiation Oncology.
