Resumes are acceptable as additional information, however the application will be rejected if it is not completed.GRADE 14 LOCATION OF POSITION 1100 North Eutaw Street, Baltimore, MD 21201 Main Purpose of Job In coordination with the Real Estate Commission's ('Commission') Executive Director, Assistant Executive Director, program, and senior management, the position exercises independent judgment and responsibility for the overall Licensing Unit, including the independent analysis of operations, procedures, organizations, and systems and recommends improvements when necessary. The Administrative Officer II is responsible for approving new applicants for licensure, and appropriately applying laws and regulations. This requires the employee to use independent judgment and analysis in applying and interpreting complex administrative policies and legal interpretations. requiring regular use of independent judgment and analysis in applying and interpreting complex administrative plans or policies. Administrative Officer II is responsible for hiring, training, and supervising staff. They have supervisory responsibility over Administrative Specialists I, II & III -Grades 10 thru 12 (Merit and Contractual employees). This supervision includes reviewing timesheets, preparing semi-annual and annual PEP reports, evaluating work assignments, staff training, and daily assignment/monitoring of other duties related to this position. Employees in this classification may supervise professional, technical, or clerical staff. Employees in this classification are assigned administrative responsibilities involving the analysis of operational programs or procedures with recommendations for improvements. Employees in this classification receive general supervision from a higher-level administrator or management official. The Administrative Officer II is assigned administrative responsibilities involving the analysis of operational programs and making recommendations for improvement. This employee works closely with the Education Director to establish education auditing criteria for real estate licensees. They work with the paralegals to ensure licensees' accounts are updated to reflect flagged, suspended, revoked accounts, or Consent Orders applied to accounts. The Administrative Officer II provides recommendations based on analyses. conducted concerning applicants who apply for licensure as well as consumer complaints. They are responsible for the creation, preparation, and/or supervision of the creation and preparation of management tools such as operational/procedural manuals for the licensing unit, and any performance measurement criteria that fall under the purview of this position. This Administrative Officer II handles all correspondence and contact with the Application Committee Board panel members and attorneys applicants and licensees, with conduct issues. The Administrative Officer II assures timely deposits of funds and license issuance. The Administrative Officer II confers with other administrative officials, program heads, staff specialists, or others to exchange information about the program or interpret policies or offer recommendations, and advises departmental officials regarding administrative practices, procedures, or policies. In the absence of the Executive Director and Assistant Executive Director, the Administrative Officer II is responsible for the day-to-day operation of the Real Estate Commission's Licensing Unit. The Administrative Officer II may also be called as a subject matter expert at high-level meetings of the Department from time to time. POSITION DUTIESDuties of this position include, but are not limited to:
  • Supervises the licensing unit and exercises independent judgment and analysis to interpret complex administrative plans and policies for the Commission. Manages the daily activities of the Commission in executing its mandate to examine, qualify, license, and regulate licensees. Exercises independent judgment and responsibility for the overall Commission's program, including independent analysis of operations, procedures, organizations, and systems, and recommends improvements.
  • Manages application and licensing processes. Researches Commission records and produces license certifications for issuance to other states. Possesses knowledge of the Commission's laws and regulations and pertinent changes to perform Commission and administrative tasks.
  • Prepares and/or supervises the preparation of management tools such as procedural/training manuals. Approves or disapprove the original applications of applicants, using independent judgment based on experience and knowledge of current laws and regulations. Approves name changes, credit reports, and other changes in license status. Approves or disapproves the renewal applications of licensees who have had disciplinary actions in another State or who have had criminal convictions. Approves or disapprove the applications of reciprocal applicants. The independent decisions are made using the knowledge of reciprocal laws and regulations from both Maryland and the applicant's original State of licensure.
MINIMUM QUALIFICATIONSEducation: Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: Two years of administrative staff or professional work. Notes: 1. Candidates may substitute 30 credit hours from an accredited college or university for one year of the required experience. 2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience. 3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
