Introduction Administrative Officer II is administrative work requiring regular use of independent judgment and analysis in applying and interpreting complex administrative plans or policies. Eutaw Street, Baltimore, MD 21202Main Purpose of Job The main purpose of this position is to assist the Director of Money Services and Consumer Credit Supervision with administering the routine activities associated with the examination and supervision of licensees, including the scheduling and assignment of examinations/investigations. The Analyst coordinates the opening of examinations/investigations and the assignment, processing, and monitoring of those examinations/investigations through the supervisory process. The Analyst is also responsible for ensuring documentation provided by licensees is responsive to agency requests. The Administrative Officer also performs functions associated with closing and invoicing examinations/investigations and supports the examination/investigative resolution process. The Analyst refers licensees in need of a payment plan and suggests payment plans to the Supervisor. Additionally, the Analyst is responsible for determining which examinations are referred to Enforcement for non-responsiveness or failure to remit payment for examination hours and expenses. The Analyst manages bond claims for the unit, and coordinates with the Administration to compile data for the annual report The Analyst is an administrative position that may, at management's discretion, work remotely in accordance with the Agency's telework policies. POSITION DUTIES Duties of this position include but are not limited to:
  • Initiates the examination/investigation process by entering data into the three systems used by the Supervision Units. The State Examination System (SES), Nationwide Multistate Licensing System & Registry ( NMLS ), and the AS 400 (Agency's software program) systems. Contact licensees through email, NMLS, and SES to alert the licensees that an examination/investigation has commenced. Instructs the licensees through a detailed introduction email on accessing the SES and responding to the Information Requests. Monitors responses from licensee, and, if there is no response to Information Requests refers licensee to the Enforcement Unit for further action. Respond to inquiries from licensees, including examination/investigation extension requests for completion of the Information Requests and licensees' responses to Reports of Examination/Investigation submissions.
  • Analyzes licensees' information in NMLS and recommends to management which type of exam should be conducted, including the scope for the examination. Request and analyze other state examinations in SES and email. Prepares pre-examination datasheet or equivalent for examiners.
MINIMUM QUALIFICATIONSEducation: Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: Two years of administrative staff or professional work. Notes: 1. Candidates may substitute 30 credit hours from an accredited college or university for one year of the required experience. 2. Candidates may substitute the possession of a Bachelor's degree from a college or university for the required experience. 3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required experience.
