The Prince William County Department of Public Works, Solid Waste Division, is seeking a highly organized and proactive Administrative Program Analyst to oversee the Division's administrative and business functions. The successful candidate will also manage a small team that provides essential support in the areas of general administration, payroll, accounts receivable, accounts payable, and human resources. The ideal candidate will possess a bachelor's or higher and have at least five years of experience managing administrative programs in a business or government setting, as well as supervising administrative staff. Direct work experience with technical writing, formal procurement, human resources, records management, customer service, and performance management is preferred. About This Role:

The Administrative Program Analyst works at the County Government Center in Woodbridge, Virginia, and reports to the Assistant Director of Public Works for Solid Waste. Excellent organizational and time management skills, attention to detail, and the ability to quickly learn and adapt to new software and technology are critical for success in this role. Proficiency in communicating complex information in writing is also essential. In this position, you will supervise up to five employees, including prioritizing, assigning, and reviewing administrative and financial work.

Responsibilities in this role may include, but are not limited to:

* Administrative Management and Supervision - Supervise and support administrative programs and employees performing general administrative and financial tasks including payroll, accounts receivable, accounts payable, document and electronic filing system management, asset tracking, office supplies ordering and maintenance, and front-line customer service.

* Human Resources Support - Oversee and support recruitment, hiring, travel, training, and performance evaluations. Responsible for onboarding new employees and writing and updating onboarding materials.

* Procurement Support - Provide procurement support for the Division by coordinating and tracking formal and informal solicitations, writing technical scopes of work, developing and maintaining electronic tracking methods for contracts and contract expenditures, and monitoring and reporting on contract status.

* Technical Writing - Write, review, and update various professional documents including procedures, policies, job aids, letters, reports, and meeting minutes. Develop written job descriptions, performance expectations, key indicators, and training documents. Coordinate Board item development and submission.

* Business Processes and Performance Management - Manage electronic and SharePoint file systems. Support the development and implementation of improved work processes and performance indicators, including the integration of software solutions.

Minimum Requirements:

* A high school diploma or GED is required.

* At least 5 years of full-time related work experience is required.

Preferences:

* A bachelor's or higher degree from an accredited college or university is preferred.

* At least 5 years of experience managing administrative programs in a business or government setting is preferred.

* At least 4 years of work experience in technical writing is preferred.

* At least 2 years of work experience directly supervising employees is preferred.

* Work experience with formal procurement is preferred.

* Work experience in human resources and employee onboarding is preferred.

* Work experience with electronic file systems and records management is preferred.

* Work experience interacting directly with the public is preferred.

* Work experience related to documenting business processes and developing performance indicators is preferred.

* Work experience implementing new software and technology solutions is preferred.

* High proficiency with Microsoft Word, Excel, PowerPoint, Adobe Acrobat, and SharePoint is preferred.

Special Requirements:

* Pre-Employment Requirement: Because the work performed includes fiscal responsibilities, passing a background check is a condition of employment for this position.

Work Schedule:

This is a full-time, in-person position that works Monday to Friday (37.5 hours per week). This position supervises front-line staff and is not eligible for routine telework.

Starting Salary Range:

$84,444.76 to $111,491.26 annuallyNote
