Bachelor's degree in business or accounting preferred 2. Experience with employee benefits preferred, including but not limited to insurance (health, dental, vision, etc.) and 403B and 457 retirement plans 3. Experience with payroll preferred 4. Experience as a bookkeeper preferred 5. Experience with the Arkansas Computer Network System eFinance software preferred 6. Experience in using various computers and computer programs 7. Proficient in Excel, Word, and other Microsoft Office products 8. Ability to accurately handle detailed work under deadline pressure 9. Ability to communicate effectively with diverse groups of people 10. Strong analytical and research skills Reports to: Business Manager Supervises: Not applicable Terms of Employment: The contract length will be 240 days. Evaluation: Based on local district policy and Arkansas Department of Education guidelines, and performed by the business manager. Job Goal: The Administrative Secretary - Insurance/Benefits/Payroll will assist in the coordination of employee benefits and payroll information; provide accurate information to new and current employees, providers and/or administrators; and comply with District, state and/or federal requirements. Performance Responsibilities:
Follows and maintains knowledge of all District policies and procedures. Maintains and updates the District website with insurance information and benefit forms, as needed. Processes benefit deductions for payroll on all employees, maintains files, and notifies employees of updates and changes. Handles employee concerns and problems with benefits. Balances and processes accounts payable checks to benefit vendors after payroll. Processes and maintains files on all garnishments and bankruptcies. Prepares packets and processes information on employees who separate from employment. Coordinates Cafeteria 125 plan, health, dental, vision, hospital confinement, and voluntary product enrollments. Processes payroll deductions. After each payroll, records employee timesheet hours for insurance eligibility and offer of health insurance coverage as required by EBD and the Affordable Care Act. Runs the eFinance Affordable Care Act load process and examines reports for employees who may be eligible for offer of health insurance coverage. Offers health insurance coverage to eligible employees according to state and federal law. Is familiar with IRS code and restrictions pertaining to employee benefits. Updates Affordable Care Act records at year-end and verifies employee Form 1095-C information, including months insurance was offered or declined; offers of coverage codes; safe harbor codes; and information received on the file provided by the Employee Benefits Division. Processes short-term disability claims (enrollments, terminations, and changes). Pays insurance premiums. Assists with participants' claim sheets. Reconciles a variety of benefit and payroll information. Responds to inquiries from a variety of internal and external parties (e.g., administrators, District employees, beneficiaries, contract providers) for the purpose of providing information, facilitating communication among parties, and/or providing direction. Assists with payroll preparation on an as-needed basis. Other duties, as assigned.
