The West Virginia Division of Administrative Services, Justice and Community Services section is seeking a candidate to fill the vacant position of Administrative Services Manager 3 - Assistant Director. The mission of the Division of Administrative Services, Justice and Community Services (JCS) section is to assist Criminal and Juvenile Justice agencies and local government with research and performance data, planning, funding and management of programs supported with granted funds, and to provide regulatory oversight of basic and annual in-service Law Enforcement training and certification, Community Corrections, Law Enforcement response to domestic violence, and Juvenile Detention facility standards compliance.
The Assistant Director will be responsible for the management of all programmatic and fiscal operational aspects of the JCS section, including, but not be limited to, direct management of the daily functions of senior programmatic and fiscal staff. This includes assuming accountability for all actions of the programmatic and fiscal units of the section. Ensure that all employees operate on a day-to-day basis in accordance with established division policy and guidelines. Conduct all fiscal matters in a manner that adheres to General Accounting Office (GAO) standards, Federal standards, and standards established by The State of West Virginia. Fulfill its fiduciary responsibility to safeguard Federal and State matching funds. Utilize Federal and State matching funds for the purposes for which they were originally awarded.
The Assistant Director will also work with multiple other Assistant Directors of the Division of Administrative Services to ensure the mission of the division is achieved. This position will also act in a lead role in the management of the Law Enforcement Professional Standards Program as well as the Office of Research and Strategic Planning.

Minimum Qualifications
Training: Graduation from an accredited four-year college or university with a degree in the area of assignment.
Substitution:
(1) Experience as described below may substitute for the training requirement on a year-for-year basis.
(2) For positions in the Accounting, Auditing Area of Assignment, certification or registration as a public accountant in West Virginia may be substituted for the training and two years of the required experience.
Experience: Six years of full-time or equivalent part-time paid administrative or supervisory experience in the area of assignment.
Special Requirement: A valid driver's license may be required.

Other Information
Six years of full-time or equivalent part-time paid administrative, professional or supervisory experience in the area of assignment will substitute for the required experience.
A master's degree(s) in the area of assignment will substitute for the required experience at a rate of fifteen (15) semester hours for every one (1) year.
