Job Summary JOB PURPOSE AND SUMMARY To supervise and manage personnel within the Business Unit which consists of finance, compliance and contract functions of the assigned department. To manage, plan, and coordinate the financial and contractual activities of the department using an equity lens and implementing LEAN principles. Actively participate as a member of the departmental management team. Major areas of direct participation and/or oversight are: •Assisting in implementing the department's strategic plan •budget development •accounting (AP, AR, federal, state and local reporting) •Work with Director and program managers to oversee the department's budget •Work with Director and Department managers to advance a culture of inclusion and equity within the department, and to integrate an equity lens in the department's internal and external operations. •financial coordination activities with other departments, divisions and outside agencies •provide highly responsible and complex financial analysis, reporting and budget assistance to department •understanding and management of numerous complex and diverse funding sources •preparation and execution of contracts for services, including modifications •procurement of services through RFP, RFA, RFQ, and RFI •Awareness of legislation that impacts the county and in particular the Department •Ensure Staff Reports are done accurately •Quality assurance and compliance •Serves as lead for and department-wide IT/IS projects •Serves as Human Resources Liaison working with County Human Resource staff, managers and department staff to problem solve matters Reports to and receives general direction from the Department Director. Exercises direct supervision over professional, technical and support staff. Qualifications Education and Experience: Eight years of experience with business management functions to include contracts, quality assurance and compliance, accounting or finance, including five years of supervisory responsibility. Must have demonstrated experience developing and managing large complex budgets consisting of diverse federal, state and local revenue. Demonstrated experience managing government grant funding with reporting requirements is required. Equivalent to a bachelor's degree from an accredited college or university, with major course work in accounting, business administration, or a related field. Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. Prior experience working with represented staff and knowledge of collective bargaining. Knowledge of....operational characteristics, services, and activities of business administration; modern and complex principles and practices of financial forecasting; principles and practices of general and fiscal operations; principles and practices of risk management; quality assurance and compliance, automated system capabilities and limitations, including microcomputer applications; sources of revenue to fund governmental services; principles of budget preparation and control; principles of supervision, training, and performance evaluations; pertinent Federal, State, and local laws, codes, and regulations. Ability to....plan, organize, and administer financial and accounting programs and services; analyze and interpret financial and accounting records; assist in preparing complex financial and accounting records; assist in preparing complex financial statements, reports and analyses; assist in the design and installation of accounting and record keeping systems; assist in the development and review of contracts and audit reports, understand quality assurance and compliance requirements, select, supervise, train and evaluate staff; prepare clear and concise reports; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work, including a variety of County and other government officials, community groups, and the general public. Examples of Duties Duties may include but are not limited to the following:
  • Coordinate the organization, staffing, and operational activities for the business unit, including payroll, accounting, quality assurance and compliance, information systems, grants, budget management and reporting and contracting,
  • Participate in the development and implementation of financial and budgetary goals, objectives, policies, and priorities for the division and the entire department; identify resource needs; recommend and implement policies and procedures.
  • Select, train, motivate and evaluate section personnel; provide or coordinate staff training consistently using a diversity, equity and inclusion lens; work with employees to correct deficiencies; implement discipline and termination procedures. Work to create and implement an outreach strategy to inform diverse communities about job opportunities to help diversify unit.
  • Participate in County and department efforts and activities as it relates to diversity, equity and inclusion commitments. Actively participate in department's diversity, equity and inclusion efforts to ensure unit staff are aware and practicing principles as part of their work.
  • Identify opportunities for improving financial service delivery methods and procedures; review with appropriate management staff; implement improvements.
  • Develop, prepare, and participate in the implementation of short- and long-range financial plans. Work with the management team to determine how to best use budget as a tool to implement strategic plan.
  • Coordinate and participate in the development of the department budget; forecast additional funds needed for staffing, equipment, materials, and supplies; direct the monitoring of expenditures; recommend adjustments as necessary.
  • Manage and participate in the development of the department contracts and procurement of services, including modifications to existing contracts, preparation of staff reports and other contracting needs as necessary.
  • Provide complex financial and service delivery analyses and information to the department staff via continued enhancement and utilization of county financial data systems
  • Develop and maintain effective personal and working relationships with internal and external stakeholders. Represent the department in relations with state, federal and local regulatory agencies. Work with other program managers and other departments as necessary to provide system improvements.
  • Coordinate activities with those of other departments, divisions and outside agencies and organization in the areas of IT, facilities, finance, budget, and grants administration; provide staff assistance to the department Director; prepare and present staff reports.
  • Attend and participate in professional group meetings; to stay abreast of new trends and innovations in financial reporting; to develop and present comprehensive computerized departmental monthly budget reports.
  • Participate in the development of budgets for competitive grant proposals and for use in the solicitation, selection and contracting of services.
  • Provide oversight and guidance into contract negotiations with service providers, including contract development, negotiation and agreement; participate in the annual monitoring of contracted services.
  • To develop a yearly computerized departmental budget; conduct operational and financial audits as required; work with the County Auditor's office to effectively coordinate finance, budgetary and grants management matters; coordinate the annual audit by the Office of the State Auditor of departmental programs.
  • Ensure program staff have access to staffing assistance in the review, analysis, and reporting of financial and service delivery information; coordinate finance activities with other divisions and to meet with department staff to identify and resolve problems.
  • Serve as Human Resources Liaison. Be knowledgeable of County policies, procedures and labor agreements and work with managers and staff to do research to help effectively problem solve matters working closely with County Human Resources.
  • Be knowledgeable and have practical experience using LEAN principles in daily work.
  • Be willing to learn about all department programs to help explain and advocate with other stakeholders as necessary.
