For Appointment to Administrative Specialist Trainee 1: •Reachable for appointment to Trainee 1 level on current Civil Service eligible list used for filling this title; OR •One year of permanent, competitive class services as an Administrative Specialist 1; OR •One year of permanent competitive class service in a title eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law. Titles eligible for transfer to the Trainee 1 level include but are not limited to: Administrative Assistant 1, Office Assistant 3, Program Aide, Claims Services Representative Trainee 1; OR •A bachelor's or higher degree. For Appointment to Administrative Specialist Trainee 2: •One year of permanent, competitive class service in a title eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law. Examples of eligible titles include but are not limited to: Administrative Analyst Trainee 2, Contract Management Specialist Trainee 2, Policy Holder Services Representative Trainee 2, Claims Service Representative Trainee 2 OR •A bachelor's degree and one year of professional experience providing administrative and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program. OR •Master's degree or higher in a related field. For appointment to Administrative Specialist 1: •Reachable for appointment to journey level on current Civil Service eligible list used for filling this title; OR •One year of permanent, competitive class services as an Administrative Specialist 1; OR •One year of permanent competitive class service in a title eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law. Titles eligible for transfer to the Journey Level include but are not limited to: Contract Management Specialist 1, Human Resources Specialist 1, Senior Administrative Analyst, Policyholder Services Representative 1, Claims Services Representative 1; OR •A bachelor's degree and two years of professional experience* providing administrative, and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program. *A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience. Duties Description Responsibilities include, but are not limited to: •Perform and assist in the management of primary and secondary administrative functions for day-to-day departmental operations. •Manage the restitution owed to and received by DCI each month. •Participate in the answering of DCI's Fraud Hotline. •Handle administrative needs of staff in each office including: travel, invoices, equipment tracking, ordering supplies, photocopying/scanning, and filing. •Provide direct support to the management, investigators, auditors and analysts of DCI, including: assisting in the managing of calendars, scheduling appointments, coordinating interviews for potential employees, on-boarding of new DCI employees, and coordinating training for DCI. •Engage in a high level of customer service with those that contact DCI for assistance. •Other administrative duties as assigned. Additional Comments For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts. NY HELPS Program: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
