HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness, Mayor Adams' comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city's history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City's complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.

Your Team:

The Office of Enforcement and Neighborhood Services (OENS) leads the agency's effort to work closely with other HPD divisions and outside community partners to identify buildings in distress, assess and develop appropriate strategies to address those properties and work closely with responsible owners to develop a plan to improve conditions and return buildings to firm financial footing and physical health. OENS uses enforcement tools within its Division of Code Enforcement, Housing Litigation Division, Emergency Operations and Enhanced Enforcement, and the Division of Neighborhood Preservation to ensure compliance with legal and regulatory obligations.

The Office of Enforcement of Neighborhood Services is composed of six divisions: Data Management & Technology (DMT), Division of Neighborhood Preservation (DNP), Administration & Internal Compliance (AIC), Housing Litigation Division (HLD), Division of Code Enforcement (DCE), and Emergency Operations and Enhanced Enforcement Division (EOD).

Your Impact:

Under general supervision, the selected candidate will be responsible for assisting with various administrative activities related to the necessary repairs for the improvement of poor housing conditions through the Emergency Repair Program.

Your Role:

Your role will be Administrative Support/Community Coordinator in the Emergency Operations and Enhanced Enforcement Division, the selected candidate will be responsible for, but not be limited to the following:

Your Responsibilities:

* May assist in developing engaging materials for presentations, orientations and outreach events.

* Communicate and present materials in person or via webinars at public events, webinars, or community events.

* Provide resource materials and information to promote Agency's' mission to improve housing in community, and residents' quality of life.

* Ability to work independently, and with a team to facilitate the onboarding of new vendors in the Agency.

* Manage a portfolio of contract actions, multitasking to keep contract movement in a timely manner.

* Act as a point of contact between Agency and vendors when a contract action being processed, and the communication process.

* Assemble and prepare paper and electronic documents according to established format and utilizing PC software: Microsoft Word Adobe Acrobat etc.

* Enter, retrieve and research utilizing HPDinfo, FMS and PASSPort information including web-based resources.

* Prepare documents to email to vendors and follow-up with the vendors and request documents.

* Remain knowledgeable of contract requirements and/or pre-qualified vendors requirements, ensuring they are met by vendor.

* Address various issues with registration of Contracts, processing of the pre-qualified vendors and ability to escalate the handling when necessary.

* Share information, as required between contractors and the various applicable divisions and within the Agency.

* Coordinate office activities and operations to timely and efficiently process all class c violations hazardous conditions, including communicating with owners, landlords, and other programs to facilitate compliance.

* May perform outreach to owners and tenants or other members of the community.

* Ensure timely notification are sent to owners advising of immediately hazardous violations and impending emergency repairs.

* May coordinate with property managers, owners, tenants, community representatives, and other program supervisors.

* Remain current with changes in the systems., and other duties, as assigned.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or

2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or

3. Education and/or experience which is equivalent to 1 or 2 above. However, all candidates must have at least one year of experience as described in 1 above.

Preferred Skills

* Excellent interpersonal, public speaking, written and verbal communication skills. - Experience in community outreach, and the ability to build and maintain successful relations in the community. - Processing procurements to registration, including processing requisitions (ROC1s) and contracts (CT!) - Determining a vendor's responsibility utilizing PASSport and other data sources. - Utilizing software PC application such as Microsoft Excel and Word. - Experience with PASSPort and FMS is a plus. - Experience in evaluating insurance documents.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
