Responsibilities Collaborates with budget, manpower, administrative and HR staff to ensure accurate and efficient processing of a variety of personnel actions. Provides position and organizational information to the HR representative and highlights issues important to the Site Director as well as critical to the success of the site's HR program. Analyzes local organizational conditions and advises the Site Director on the construction and administration of pay pools based on current Agency and HR guidance. As needed, assists in facilitating the new employee orientation each pay period, in-processes new employees, and coordinates the completion and submission of forms as appropriate. Schedules and coordinates various personnel to present information to new employees during the orientation. Participates in the scheduling and coordinating new manager assimilation sessions. Guides participants through tense or difficult topics in keeping with the objectives of the session. Utilizes Microsoft Office software to analyze, organize and present data, i.e. project status reports, action memorandum, or charts and graphs of personnel data. Manages a variety of special projects by creating and executing plans of action and prioritizing multiple tasks effectively. Informs the workforce about upcoming training and coordinates the administrative processes (e.g., material, computers, etc.) to schedule and set-up onsite classrooms. To be hired at the GS-7 entry grade level, applicants must minimally have one year of specialized experience equivalent in level of difficulty and responsibility to that of a GS-05 within the federal service that demonstrates the ability to perform the duties of the position. Specialized Experience For The GS-07 Is Defined As: Performing administrative and support functions by gathering, consolidating, and analyzing various types of information needed to assist office and management personnel; advising others on regulations and instructions, answering questions and remedying standard problems referred by organization officers or operating officials. To be hired at the GS-9 entry grade level, applicants must minimally have one year of specialized experience equivalent to the GS-07 grade level in the federal service which demonstrates the ability to perform the duties of the position. Specialized Experience For The GS-09 Is Defined As: Applying knowledge of rules, procedures, operations and functions of an organization in order to perform administrative work in a variety of administrative areas such as budget, personnel management, training, initiating personnel actions, correspondence routing; project planning or scheduling events. To be hired at the GS-11 entry grade level, applicants must minimally have one year of specialized experience equivalent to the GS-09 grade level in the federal service which demonstrates the ability to perform the duties of the position. Specialized Experience For The GS-11 Is Defined As: Interpreting and applying administrative management policies, regulations, and procedures to collaborate with budget, manpower, and administrative staff; coordinating the orientation of new employees and/or providing administrative support and facilitation services for organizations. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-7, applicants must have served 52 weeks as a GS-5 or higher in the Federal service.
