Clark Street Salary Range: $65,488 Grade: 17-NONE-2 Job Code: 5801 Shakman Status: NON-EXEMPT FLSA Status: Non-Exempt Application Process: Internal/External Job Summary An Administrative Support V (Accountant) of the Finance and Accounting Unit reports directly to the Supervisor of the Accounting Unit of the Real Estate & Tax Services Division (“RE&TS”) of the Cook County Clerk's Office (“CCCO”). An Administrative Support V (Accountant) also supports the Manager of Tax Redemptions (“TR Manager”) as well as the Deputy Clerk of Real Estate & Tax Services (“DCRE&TS”) and the Director of Real Estate & Tax Services (“DRE&TS”). An Administrative Support V (Accountant) of the Accounting Unit is responsible for the processing of tax redemption information and records, including the annual, scavenger and forfeiture tax sales. An Administrative Support V (Accountant) is also responsible for assisting customers in the redemption of their tax sales and must verify bills, process redemption transactions at the cash registers, and balance the cash registers daily. The position requires the usage of MIS mainframe, OnBase and Great Plains applications to both research and enter tax sale data and ensure the accuracy of tax redemption payment information. Additionally, an Administrative Support V (Accountant) is also responsible for ensuring accurate tax records and accounting, which includes the preparation and issuance of Estimates of the Cost of Redemptions and other accounting/redemption documents. An Administrative Support V (Accountant) must make sure certain tax redemptions are properly entered into the accounting/cashiering system. An Administrative Support V (Accountant) of the Accounting Unit as part of their everyday duties will interact with taxpayers, tax buyers, other county agencies, and municipal officials in the processing and handling of tax redemptions. Essential Job Duties
  • Research and partner with other CCCO staff to analyze, audit, review and prepare consistent RE&TS processes and operating procedures surrounding tax redemption functions.
  • Collaborate with team members to develop, implement, and promote new processes and uses for technology throughout the Tax Redemption/Accounting Unit.
  • Process and prepare Cook County tax redemptions in compliance with the applicable Illinois statues and county ordinances.
  • Resolve redemption/accounting customer service issues and escalate those matters that cannot be resolved to the Supervisor of the Accounting Unit.
  • Process FOIA, Legal and Media requests involving all aspects of tax redemptions as assigned by the management team.
  • Prepare and report tax redemption productivity and data metrics as assigned by the management team.
  • Validation of property tax information and tax sale data in both the warrant and judgement books.
  • Ensure the accuracy of tax sale data and tax redemptions in the judgement books.
  • Create and validate requested tax redemption documents.
  • Handle in an efficient and orderly manner, the tax redemption documentation, data entry, and reflect tax redemption information in the judgment books.
  • Process both incoming and outgoing mail and process it pursuant to Division protocols.
  • Research, review and input data entry information for the Finance and Accounting Unit.
  • Electronically depositing funds to the applicable banking institutions.
  • Support the management team in particular projects as assigned by the management team.
  • Attend seminars or training as assigned by the management team.
  • Participate in CCCO outreach or other events as assigned by the management team.
Minimum Qualifications
  • High school diploma.
  • Three (3)-years of work experience in customer service.
  • Proficiency with Accounting Software, Microsoft Office, Excel, Access & Outlook.
Preferred Qualifications
  • Bachelor's Degree or higher from an accredited college or university, with an emphasis in taxation, business, or accounting, or related field.
  • Three (3) years of experience in cashiering, accounting, or banking environment.
  • Three (3)-years of customer service experience.
  • Three (3) years of experience with real estate taxes tax sales.
  • Experience with the Cook County Mainframe Information System (MIS).
Knowledge, Skills, and Abilities
  • Knowledge of the Cook County Mainframe Information System (“MIS”), including, researching, processing, and preparing real estate tax records requests.
  • Familiarity with Cook County taxing districts, tax codes, property identification numbers and tax maps.
  • Knowledge of ordinances, regulations and statutes which govern tax redemptions and accounting operations.
  • Excellent verbal and written communications skills.
  • Must be self-directed, innovative and possess a positive attitude.
  • Demonstrate keen attention to detail, accuracy, and precision.
  • Analytical and capable of solving issues as they arise.
  • Skilled researcher, capable of analyzing large sets of data related to a single or multiple issue simultaneously.
  • Ability to work independently or as a member of a team.
Physical Requirements
