*This position may be covered by a Voluntary Employee Beneficiary Association (VEBA)JOB DUTIES:As a member of the senior leadership team, the Centralized Services Division Administrator (CSD Administrator) works collaboratively to set strategic financial goals and objectives that align with the department's overall goals and objectives. The position provides leadership, vision, direction, and management for the department's centralized financial programs and services. The CSD Administrator participates in the development and implementation of the department's strategic planning and manages the integration of centralized financial services throughout the department and ensures the department's compliance with state and federal financial statutes and regulations. This includes providing policy guidance and coordination for services such as budgeting, accounting, purchasing, mail, payroll and building management and maintenance.The CSD Administrator is the primary liaison to the Governor's Office of Budget and Program Planning and the Legislature for the purpose of coordinating the department's budget planning and implementation. The CSD Administrator also serves as the primary liaison between the Department of Labor and Industry and the Department of Administration's State Financial Services Division and General Services Division. These divisions implement and enforce statewide accounting and capitol complex services procedures and policies for all state agencies. The position supervises the Financial Management Bureau Chief, the Accounting Services Bureau Chief and indirectly supervises mid-level supervisors within the Division. Overall, there are approximately 35 FTE within the managerial chain of command.In addition to managing the financial operations of the agency, the CSD Administrator also directly supervises the Chief Administrative Law Judge for the agency's Office of Administrative Hearings. This group provides impartial administrative hearings and provides dispute resolution services for a variety of programs across the agency.As a CSD Administrator, you will:
- Authorize, determine, and manage the overall direction for strategic initiatives involving financial authorization and work plan for the agency.
- Propose, plan, and present organizational budgets, financial impacts, and reports to legislators, outside entities, and stakeholders.
- Determine, analyze, and authorize significant finances for projects on behalf of the organization involving external entities such as the federal government, counties, tribal and local governments, contracting firms, and others.
- Authorize and direct implementation of new or revised financial policies, standards, and procedures to comply with new or revised state and federal financial statutes and requirements.
- Present the budget for the department during a legislative session or to legislative subcommittees, testifying as necessary.
- Authorize budget expenditures, personnel changes, and other resources approved during legislative sessions.
- As a top-level authority, provides the agency's response to legislative audits.

MINIMUM QUALIFICATIONSQualifications are a combination of education and experience equivalent to a Bachelor's degree in public administration, business administration, economics, or a related field and two years of directly related experience in public administration, fiscal management, or a related field that includes at least two years of managerial and supervisory responsibilities.
