The Director of Contract Compliance (DCC) will report directly to the Assistant Deputy Commissioner/Clinical Services (ADC/Clinical Services) and provide assistance and support for contract management and quality improvement review to the Health Services Clinical Director and the Director of Behavioral Health. The DCC will play a critical role as part of the management team that ensures the quality of contracted medical, dental, psychiatric, psychological, and substance use treatment services provided to individuals in thirteen (13) Department of Correction facilities. This individual will review and advise the ADC/Clinical Services of any/all issues that directly affect the health and mental health service operations. The DCC will monitor health care programs provided by vendors throughout the DOC in order to assure that individuals are receiving quality medical, dental, psychiatric, psychological and substance use treatment services. The DCC will both directly and indirectly monitor health care quality and evaluate existing services and resources by on-site visits and evaluation of mandated quality data from the vendors. The DCC will ensure contracted staff and vendors receive appropriate supervision within individual institutions and that communication with the respective facilities' administration is optimal. The DCC will perform regular (monthly) reviews of all vendor utilization data including inmate hospitalizations and outpatient services (in facility and outside the facilities). The DCC will work closely with the Health Services Division's Regional Administrators and Health Services Division managers in order to determine future needs relative to the scope of service, equipment needed and staffing levels. The DCC will be the primary author of Health Services Division contract amendments. The DCC will assist with overseeing and planning the Health Services Division budget. The DCC must respond to legal matters and other correspondence to include telephone communications received from individuals, members of their families, attorneys, public representatives, and other inter and intra departmental inquires relative to issues related to the needs and care being provided or requested. The DCC will be required to make public speaking engagements addressing public officials in various communities, college classes, special interest groups, conferences, and political committees. Performs other duties as assigned.

Preferred Qualifications:

At least 2 years of experience in providing health care services in a correctional setting. Must have knowledge of budgetary principles as they relate to state government and health administration. Knowledge of administration and quality improvement principles for the provision of services related to medical, dental, and mental health services preferred. Knowledge of the Americans with Disabilities Act Title II (Subtitle A) is needed. Team building skills and the ability to work within a team and negotiate with vendors is required.

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
