  • Must have minimum bachelor's degree
  • Must have at least 15 years military experience
  • Desired to have experience as a USAF Field Grade Officer
  • Requires a TOP SECRET security clearance
Experience Required Personnel should possess appropriate knowledge of and experience in these areas:
  • Air Force operations, support functions, exercises and training
  • Lessons Learned data collection processes
  • Research experience in quantitative and qualitative data analysis
  • Competency with the Joint Lessons Learned Information System (JLLIS)
  • Competency with Microsoft Office applications (e.g. Outlook, Word, Excel, PowerPoint) and Adobe Acrobat Professional.
Job ObjectiveThe contractor shall provide qualified management analysts to assist Air Component Commands HQs in the execution of their lessons learned duties and responsibilities in accordance with AFI 10-1302 CJCSI 3150.25H and Air Force Lessons Learned policy.Responsibilities
  • Review message traffic, staff emails, research Air Force, Combatant Commander, and Air Component Command online portals and other operational data archives for lessons learned reports, post exercise reports, after action reports, post deployment briefs, to include supporting documentation in any electronic format, in order to extract, condense and summarize lessons learned, observations and recommendations, and best practices from operational and tactical issues and procedures. Format relevant content, validate with Air Component Command HQ staff, and load into the Joint Lessons Learned Information System (JLLIS).
  • Attend appropriate Air Component Command HQ staff meetings, pre-deployment training briefs, post deployment briefs, and other conferences, seminars, workshops, or meetings to include collecting supporting information from subject matter experts and documentation in any electronic format, in order to extract, condense, and summarize lessons learned and best practices from operational and tactical issues and procedures. As directed by AFLL, participate in Senior Leader Warfighter Forums and Air Force Issue Resolution Process events. Format inputs, validate with Air Component staff, and load into JLLIS. Travel may be required as directed by AFLL.
  • Tailor JLLIS lessons learned training manuals, Air Force lessons learned training presentations, and other Air Force lessons learned products to specific Air Component requirements. Schedule and present briefs on AFLL products and services to Air Component Command staff. Travel may be required as directed by AFLL.
  • Develop, schedule, and provide onsite training on JLLIS for all command units and staffs. Prepare and conduct training on the command lessons learned collection process to the exercise audience for major exercises, including regular staff members and staff augmentees. Coordinate with Command Lesson Managers to ensure force is trained in JLLIS, Air Force lessons learned practices, and AFLL available support. Travel may be required as directed by AFLL.
  • Provide Lessons Learned trend analysis reports and other tailored analytical reports as request by Air Component Commander, Air Component Command Chief of Staff, Air Operations Center Leadership or AFLL Director.
  • Conduct queries and searches of the data in JLLIS in response to Air Component Command requests for information (RFI).
  • Participate in command operational planning activities and pre-deployment training and certification events by providing relevant lessons learned and best practices from previous operations and exercises.
  • Participate in command exercise planning groups by providing lessons learned exercise summaries from Combatant Commander Tier 1 and Air Component Command service specific exercises.
  • Participate in real world operations, Exercise and Wargame execution events in conjunction with Air Component Command Lessons Learned personnel capturing relevant lessons learned and best practices.
  • Provide insights and situational awareness to assist Air Component Command Lessons Learned personnel and planners in developing focused collection and analysis plans. Coordinate logistics and C2 support for AFLL focused collection and analysis teams.
  • Conduct action officer (AO) level coordination for Air Component Command lessons learned issues Support Air Component Command-focused Issue Resolution process by preparing issues slides, facilitating discussion, identifying equities, work with Air Component Command leadership to nominate specific whole of Air Force-level issues into the Air Force Issue Resolution process and support primary POCs and coordinating responsibilities.
  • Identify Air Force-wide and joint issues for dissemination to other Air Force Lessons Learned enterprise management sites and the AFLL Director for stakeholder review, issue development, and entry into JLLIS issue resolution system.
  • Provide feedback on JLLIS and AFLL portal/Intelink site availability and effectiveness, including recommendations for improvement.
  • Identify Air Force-wide and joint issues related to Air Force Doctrine and maintain separate current information files for each publication for later analysis and dissemination to other Air Force Lessons Learned enterprise management sites and the AFLL Director for stakeholder review, issue development, and entry into JLLIS issue resolution system.
  • Participate in weekly AFLL staff meeting as available and provide a monthly update that highlights command lessons learned activity and key issues.
